Over the past five years, DCHS’s Behavioral Health and Recovery Division (BHRD) has partnered with 55+ community-based behavioral health organizations and five managed care organizations (MCOs) to develop the King County Integrated Care Network (KCICN) to drive better outcomes for community members and increase efficiency in the use of Medicaid and other local funds. King County BHRD also manages the countywide behavioral health crisis response system through the Behavioral Health Administrative Services Organization (BH-ASO), local funding such as the Crisis Care Centers Levy and the MIDD Sales Tax, and direct service programs such as the Designated Crisis Responders. 


The Chief of Data Systems & Impact is a senior executive leader in the Division who will provide strategic direction and management related to current and future implementation and growth of BHRD’s data systems and technology needs. The role is responsible for leading the vision and oversight of how data are used within BHRD to inform and guide the Division’s overall resource allocation decision-making, which is a key function that holds the Division accountable to the needs of people receiving County-funded behavioral health services. The role also sponsors the development of evaluation plans, quality improvement initiatives, community engagement activities, and rigorous research studies. 


In addition to these strategic activities, the role is responsible for overseeing the execution and management of system functions that support the delivery of essential behavioral health care to over 40,000 King County residents every month. BHRD provides support for a wide variety of critical administrative health care functions to determine payer coverage, coordinate care, manage claims, reimburse providers, and drive systemwide innovation and accountability. To ensure BHRD data and technology systems sustainably meet and plan for the Division’s evolving business needs, the Chief of Data Systems & Impact will have a strong understanding of BHRD’s services, data, technology platforms, reporting, and regulatory requirements and the ability to translate business needs to operational changes. The Chief of Data Systems & Impact works in active collaboration with the King County Department of Information and Technology, and DCHS’s Performance, Management and Evaluation Section, and serves as the “Business Owner” for BHRD information systems design, development, and implementation. The position will report to the BHRD Director, participate as a member of the BHRD Executive Leadership Team, supervise the BHRD Information Data Systems Manager and team as well as the Behavioral Health Accountability Special Projects Manager, and coordinate closely with key internal and external partners.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm.

TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue, Seattle, WA 98104. 


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Position Duties

Lead the Behavioral Health & Recovery Division’s data & technology needs and oversee the strategy, development, implementation and maintenance of technology solutions to support the Division’s business objectives. 

  • Understand the Division’s business needs as it relates to the effective delivery of behavioral health services and management of Medicaid funds and contracts, and serve as the Executive sponsor responsible for communicating those business needs to internal and external partners in a way that supports translation of policy changes into technical specifications. 
  • Develop and execute a technology and data systems strategy that supports the Division’s business needs, including the ability to determine client coverage and eligibility, support claims processing, pay providers, and collect, store and report descriptive and programmatic data. 
  • Ensure the effective maintenance and evolution of key data and technology systems, including effective client look-up and matching systems, database management, interoperability with relevant internal and external data systems, development and maintenance of care coordination platforms, and internal and external system reporting. 
  • In partnership with the King County Department of Information Technology (KCIT), oversee the development, implementation, and maintenance of technology solutions, including software, hardware, and network infrastructure to support the effective delivery of high-quality, coordinated behavioral health services. 
  • In partnership with KCIT and the DCHS compliance team, ensure that data and technology systems conform to relevant cybersecurity and information privacy laws, regulations and standards. 
  • Identify and evaluate emerging technologies and develop strategies for incorporating them into business operations, including technology solutions that require alignment with King County’s artificial intelligence policies. 
  • Serve as the BHRD data steward on the King County Data Stewardship Committee to ensure that BHRD data in BHRD databases and the King County Integrated Data Hub are used appropriately by internal and external program evaluators and researchers. 

Coordinate with internal and external partners to set the strategic vision and manage implementation of initiatives as they relate to BHRD's data functions and system needs. 

  • Coordinate with the DCHS Performance Management and Evaluation (PME) teams, the DCHS Director of Impact and Data Strategy, and the Data Asset Team (DAT) on strategy and vision for data collection across BHRD to ensure there is a comprehensive approach to data collection and technology modernization across data systems. 
  • Serve as the primary liaison with KCIT for BHRD data and technology-related initiatives, including assuring the procurement of software and proprietary development of information systems aligns with BHRD’s needs.
  • Liaise with key external partners regarding data and system needs, including the Washington State Health Care Authority, Medicaid managed care plans, commercial health plans, behavioral health providers, and technology vendors.
  • Coordinate and communicate with PME and DAT on data sharing agreements to maintain awareness of and alignment with available data elements across DCHS. 
  • Coordinate with the King County fiscal teams to ensure that data systems support financial reporting, revenue collection, expenditures and fiscal requirements. 
  • Lead negotiations with external partners such as managed care plans or commercial insurers to receive data that supports payment operations and clinical services. 
  • Engage with external academics to implement partnerships that support both rigorous evaluation of BHRD-funded programs as well as relevant contributions to scientific literature. 

Serve as a member of the King County Department of Community and Human Services Behavioral Health & Recovery Division Executive Leadership team and provide supervision and management to designated staff. 

  • Supervise and provide executive leadership to the Behavioral Health Data & Information Systems Team, which currently includes 1 section manager and 9 functional analysts and billing analysts. This includes developing and monitoring strategic priorities and budgets with the team and conducting performance management and evaluation with managers.  
  • Supervise and provide executive leadership to the Behavioral Health Accountability Special Projects Manager. This includes developing and monitoring strategic priorities that advance the creation of a care coordination platform, implementing accountability mechanisms within BHRD, utilizing community perspectives and data to inform decision making and achievement of stated outcomes, and enhancing research opportunities within the division. 
  • Effectively manage teams to achieve deliverables, identify technology solutions, troubleshoot system-related issues, and optimize data systems as needed. 
  • Serve on the BHRD Management Team and the BHRD Design Team. 
  • Maintain an awareness of state & federal regulations and data collection best practices. 
  • Perform other related duties as assigned.

Minimum Qualifications
  • 10+ years of professional experience in data systems and technology within the health or behavioral health sector, including at a service provider, public agencies, insurance, health system, or electronic health record organization.
  • Knowledge in computer software, data systems, and applications, and how they can be used to fulfill the administrative needs of both administrative and provider organizations.
  • 3+ years of increasingly senior experience in managing and leading teams.
