Outreach Customer Service Representative | CSR (Bilingual Spanish)
Pay Rate: $20.00 per hour
Time Type: Full Time
Project Length: Temp to Hire
Schedule: Monday–Friday, 8:00 AM – 5:00 PM PST
Local Travel Required: Yes, mileage reimbursement provided

Position Overview
The Outreach Customer Service Representative (CSR) is responsible for delivering face-to-face outreach, education, and enrollment support to program beneficiaries. This role supports community engagement through presentations, enrollment assistance, and ongoing customer follow-up. The ideal candidate is bilingual in Spanish, comfortable working in public settings, and experienced supporting diverse or low-income populations in a customer-facing environment.
A personal vehicle is required for this role, along with valid insurance. Local travel will involve site coverage as coordinated by the project command center, with mileage reimbursed from the assigned home base to the coverage location.

Job Responsibilities
• Conduct face-to-face outreach and provide enrollment broker services through group and individual presentations
• Present managed care options and assist beneficiaries with understanding and using their healthcare plans
• Assist beneficiaries with enrollment and disenrollment processes
• Support other Enrollment Service Representatives with daily operational activities
• Assist management with training and guidance of new Enrollment Service Representative staff
• Maintain positive relationships with county staff, community groups, and healthcare organization clients
• Conduct ongoing program training for county staff and community partners
• Perform data entry related to enrollments and disenrollments
• Transmit enrollment and disenrollment data to central processing in accordance with policies and procedures
• Assist beneficiaries with medical exemption and waiver inquiries
• Provide beneficiaries with status updates regarding enrollment, disenrollment, exemptions, and waivers
• Document daily activities accurately in the Customer Relationship Management (CRM) system
• Review knowledge base content for accuracy and recommend improvements
• Adhere to established procedures, perform self-checks, and maintain attention to detail
• Meet Field Operations minimum performance standards
• Notify management promptly of procedural compliance issues
• Report quality concerns or deficiencies in a timely manner
• Provide recommendations to management to improve quality and efficiency
• Meet defined production and quality performance goals
• Work at assigned offices as directed by management
• Attend and promote programs at community events and health fairs as needed
• Meet all performance standards outlined for the position
• Perform additional duties as assigned
Knowledge, Skills, and Abilities
• Strong customer service, interpersonal, and communication skills
• Ability to present information clearly in both group and one-on-one settings
• Cultural and linguistic competency when engaging diverse populations
• Strong organizational skills with attention to accuracy and detail
• Ability to manage multiple tasks in a fast-paced, deadline-driven environment
• Ability to work independently as well as collaboratively within a team
• Computer literacy, including proficiency with MS Office applications such as Word, Excel, and PowerPoint
• Ability to quickly learn new systems and software platforms
• Typing speed of 20+ words per minute
Education, Experience, and Additional Requirements
• High school diploma, GED, or equivalent required
• Six months of human services or public-facing experience preferred
• Presentation, outreach, teaching, marketing, or public relations experience preferred
• Experience working with low-income and diverse populations preferred
• Valid driver's license and proof of insurance required
• Ability to travel throughout the county and surrounding areas as needed
• Fluency in Spanish, including reading and writing, required
Essential Physical and Mental Functions
• Ability to remain in a stationary position for extended periods
• Ability to occasionally lift, carry, or move items weighing up to 25 pounds

• Work is primarily performed in an office environment with regular community-based outreach and field activity
