GENERAL DESCRIPTION OF JOB:

This position supports the coordination and administration of the Open Spaces Department’s property access, property use, and the department’s property regulatory and administrative programs. The primary responsibilities include administering and facilitating land use agreements by administering letters of authorization, license agreements, easements, and temporary construction easements with the collection of associated fees, and the administration of park, trail, and open space special use/rental permitting programs.

DUTIES:
  • Facilitates and administers letters of authorization, license agreements, easements, temporary construction easements and other similar documents relative to real property interests on open spaces, parks, trailheads, trails and undeveloped lands.
  • Supports the communication, implementation, and administration of the county’s regulatory and administrative roles on the High Line Canal and other departmentally owned/managed properties.
  • Coordinates and administers special use and rental permit programs and other land use administration for open space properties and heritage areas. Includes the park and trailhead shelter rental programs.
  • Collaborates with applicants to review property use, access, and rental applications for completeness, to initialize and track applications through multi-step processes, and to ensure fees are accurately assessed and paid. This includes managing the payment from customers and coordinating the proper payment of established fees related to Open Spaces property use and/or access, or rental program.
  • Responds to applicants on the status of their licenses, easements, or agreements by telephone, email, virtual/in-person meetings, or written correspondence.
  • Reviews construction plans and related documents for compliance with the Open Spaces and County guidelines. Provide review comments and resolve conflicts between applicant’s requests and Open Spaces property management guidelines and policies.
  • Conducts and facilitates field inspections and related activities to ensure property use and/or access, or rentals comply with requirements and conditions of approval. Administers permitting close out procedures.
  • Collaborates with the High Line Canal Conservancy, local governments, and other partners on High Line Canal administration, operations, conservation easement compliance, and joint project administration.
  • Provides periodic reports to summarize application requests, applications in review and completed application approval to Departmental leadership staff.
  • Leads special projects which could include the establishment of new programs and/or policies and procedures.
  • Coordinates plan reviews with the Public Works and Development Department and other regulatory partners.
  • Able to support special events and the annual County Fair as needed or assigned.
REQUIREMENTS:

Skills, Abilities and Competencies:

  • Strong customer service and communication skills with a focus on collaborating and understanding the needs and requirements of diverse customers, partner agencies, contractors, the public, and county staff.
  • Excellent organizational and administrative skills that support property agreement administration, partner agency relationship management, and permitting coordination / logistics.
  • Ability to prioritize multiple projects, duties, weekly/monthly/quarterly tasks and workloads with time sensitive constraints as well as exercising exceptional attention to detail and follow through.
  • High capacity for problem solving and critical thinking drives to sound business decisions and compliance with organizational policies and guidelines.
  • Knowledge and proficiency in Microsoft Office Suite, PDF software, and permitting / customer relations software.
  • Ability to navigate and interact with ESRI ArcGIS online software to locate existing encumbrances on properties and the associated permitting agreements.
  • Knowledge of and ability to read, interpret and comprehend construction plans and associated documents.
  • Knowledge of Open Spaces, Parks and Trail design infrastructure and amenities.

Education and Experience:  

  • High school diploma or GED
  • Three (3) years of experience in public administration, governmental / environmental permitting, and/or governmental compliance. 
  • Three (3) years of experience in customer support, business administration, and interagency relationship management.
  • An equivalent combination of education and work experience that satisfy the requirements of the job will be considered. 

 

Preferred Education and Experience:

  • Associate’s degree or Certificate in public administration, park administration, business administration, land use planning, Environmental Policy, or related field.
  • Knowledge and proficiency in Microsoft Office Suite and permitting / customer relations software. 
  • Ability to navigate and interact with ESRI ArcGIS online software to locate existing encumbrances on properties and their associated permitting agreements.

 

Pre-Employment Additional Requirements:

  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.

 

Post-Employment Requirements:

  • Possession of a valid Class “R” Colorado Driver’s License or the ability to obtain one within two weeks of appointment. Maintenance of acceptable driving record is necessary.
  • Possession of or ability to obtain within six (6) months a valid First Aid/CPR/AED certification.
  • Work locations and facilities are subject to change based on business need.
WORK ENVIRONMENT:
  • Work is generally in a standard office environment but will also include work in various facilities, out of doors in various weather conditions and around maintenance operations.
PHYSICAL DEMANDS:
