SUMMARY: Functions as a buyer in the Purchasing Department by taking requests from departments, soliciting quotations from vendors, reviewing quotes and delivery schedules, and choosing best sources. Tabulates quotes and makes recommendations to the Purchasing Agent and other department staff for purchase orders to be done or paid through purchasing-card. Provides a variety of other administrative support functions in the department.


The employee is required to be on duty before, during, and after natural disasters and emergencies, as directed by the Department Head.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


Purchase office and janitorial supplies, special orders (non-stock items, courtroom needs, etc.), furniture, and technology items inclusive of project planning, obtaining funding approval, order placement, scheduling and coordination of delivery with requesting departments.


Requests price quotations from vendors based on departmental or internal requirements for office and janitorial supplies, furniture, technology items, etc.


Tabulates quotations using word processing software and spreadsheet and internet software on personal computer.


Prepares purchase orders from original requests (internal) by entering into the procurement system. Inputs receiving transactions for same purchase orders and completes the entire process within the procurement system to allow payment of invoices.


May inspect items received by the Purchasing office, for example furniture for defects.


Performs research, problem solving on requisitions, purchase orders, and invoices for all County departments.

Back up for purchasing-card maintenance, training, and problem solving.


Maintains purchasing quote files per correspondence guidelines.


Prepares original correspondence to internal (county) agencies and to vendors.


Assists with annual physical inventory of Supply Room Warehouse.


Performs monthly purchasing card reconciliation of purchases in procurement system.

Serves as one of several back-ups to the Senior Clerk and Supply Clerk for supply room clerical functions (issuing, receiving, and/or stocking supplies).


Perform such other related duties as may be assigned.

EDUCATION and/or EXPERIENCE: 1) Two years of college or technical school coursework, plus two years of work experience in a purchasing/supply operation which included experience as a buyer; or 2) High School diploma or equivalent and four years of work experience in a purchasing/supply operation which included experience as a buyer. One year of work experience may substitute a year of college.


Any equivalent combination of experience and training which provides the required knowledge, skills and abilities, may be considered for current Nueces County employees only.


LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.


MATHEMATICAL SKILLS: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.


REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


CERTIFICATES, LICENSES, REGISTRATIONS: May be required to be bondable and/or to hold or obtain certification as a notary public.

OTHER SKILLS AND ABILITIES: Ability to handle multiple tasks and to determine suitable priorities. Proficient in computer usage and internet navigation.

Ability to establish and maintain complex records and files to organize data for reports. Ability to prepare complex or technical reports independently, complying with reporting guidelines and using judgment to detect and remedy inconsistencies and other problems.


Ability to analyze and interpret policies and procedures and operational plans and budgets. Ability to understand, follow and give oral and written instructions. Ability to proofread for accuracy, content and completeness. Familiarity and ability to apply basic bookkeeping and accounting techniques. Excellent ability to communicate orally and in writing. Ability to interpret and apply complex rules, regulations and statutes to non-routine situations. Ability to establish and maintain effective working relationships with other county employees and officials as well as with the general public. Excellent typing skills and the ability to operate a computer spreadsheet software program. General knowledge of automated systems and their applications to service programs.
