About the Department

Under general supervision of the County Treasurer, position is responsible for maintenance of property descriptions, district assessment and tax rolls, tax statements and tax parcel maps.  Assists County Treasurer in the discharge of the duties of the office. Performs related duties as required. 

Position Duties

Responsible for creating and maintaining real property ownership records and descriptions.  Writes or corrects legal real property descriptions.  Proofs documents and information for accuracy, completeness, and legality of property descriptions, title or ownership of said property, and compare data to existing records for conformity. Communicates with Title Companies, Attorneys, assessors, and public to correct document discrepancies as needed. 

Responsible for the preparation and maintenance of the tax parcel mapping using County Geographical Information System (GIS) software and methods.  Works with the Land Information Office to standardize and create parcel maps.   Fill requests for maps and geographic data from other departments and the general public; this may include creation of custom map products and/or creation of digital data sets. 

Responsible for administration of the Listing of Real Property. Works closely with clerks, treasurers and assessors of local units of government in the preparing and maintaining of data for the preparation and distribution of the work rolls, assessment rolls, notices, special assessment rolls, tax rolls and tax statements. Imports and exports all necessary files of assessment information with local assessors and State Manufacturing. Balances Open Book changes and Board of Review changes with assessor totals. 

Works with the State Department of Revenue and other government offices as needed in the administration of the various state statutes and administrative codes. Submits reports to the Department of Revenue and files all necessary corrections. Review all changes implemented by the Department of Revenue due to statutory changes in the assessment laws. 

Works closely with other County departments to maintain integrity of land information as it affects the various codes and ordinances. Review and make recommendations for proposed Certified Survey Maps, Subdivision Plats, Condominiums and Annexations. 

Processes and checks property descriptions to determine location of land parcels, determine title, and compare document data to deed legal for conformity.  Interprets orthophotography, analyzes survey data, process splits, combinations, subdivision plats, certified survey maps, annexations, condominiums and street vacations; compute square footage of parcels and assign parcel numbers; prepare, revise or update assessment maps using GIS software in accordance with WI State Statutes.  

Inventories, orders and stocks all assessor supplies and forms in the preparation of various rolls, notices and statements. 

Explains policies, procedures, and instructions in response to telephone or personal inquiries from co-workers and the public. Assists abstractors, attorneys, real estate agents, surveyors, appraisers, State and local officials, banks and lending institutions and general public in making title searches and seeking property surveys.

Assists with tax collection and tax settlement. Train and assist municipal assessors, clerks and treasurers with the electronic exchange and verification of assessments, special assessment, tax rates and tax bills. Assist the County Treasurer with In-Rem procedures and the preparation of annual tax bills. 

Assists in the receipt of monies from County sources and all other monies, which by statute or County ordinance are directed to be paid to the Treasurer; and maintains a variety of complex records which may include bookkeeping accounts.  

Performs office and clerical duties including, but not limited to:  updates computer records including records of land related transactions, enters and verifies data from various sources; prepares documents and correspondence including typing reports, letters, memos, forms; photocopies documents; files information.

Assumes responsibility of the office in the absence of the County Treasurer.  

Develops and maintains annual Property Lister budget. 

Participate in the interview and selection process for new positions.  Provide training, guidance and support to assist new employee.

 Supervisory Responsibilities

Contributes to the oversight and guidance of two employees in the Treasurer’s Office in regard to Real Property work, in accordance with the organization’s policies, procedures and applicable laws. 

Minimum Qualifications

Education and/or Experience        

Associates Degree required, Bachelor’s Degree preferred, in fields such as records management, business management, paralegal, Geographic Information Systems (GIS), surveying or similar field of study, plus ; two to three years experience in performing property listing, title searching, surveying, or assessing, and general work of a progressively responsible and difficult nature or related experience; one to two years experience in mapping software applications; or an equivalent combination of education and experience.

Language Skills                                            

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, governmental regulations, surveying and real estate documents.  Ability to write routine reports, correspondence, and procedures manuals.   Ability to speak effectively before groups of customers or employees of the County. 

Mathematical Skills                                                 

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.  Ability to apply concepts of basic algebra and geometry.   Ability to make accurate mathematical calculations to configure lot dimensions, square footage, and acreage. 

Reasoning Ability                                                    

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.   Ability to deal with problems involving several concrete variables in standardized situations.

Computer Skills                                            

To perform this job successfully, an individual should have knowledge and experience of word processing software and a good working knowledge of ESRI ArcGIS software as well as other GIS software.

Other Skills and Abilities

Knowledge of departmental operations, pertinent laws, 70.09 of Wis. Statutes, codes, regulations and terminology.                                                    

Good Knowledge of modern office practices, procedures and equipment. 

Ability to understand and write complex legal descriptions and legal documents. 

Considerable knowledge of real estate laws as it pertains to property conveyances, legal property descriptions, easements, highway right-of-way, and other related documents, knowledge of statutory requirements and timelines. 

Considerable knowledge of complex mathematics and geography relating to degrees, proportions, area, percentages, bearings, distance, radius, acreages, surveying principles, County mapping and other land descriptions for the interpretation and creation of tax parcel maps. 

Ability to accurately interpret maps and plats.  

Ability to develop maps, reports, and geographic data using GIS products. 

Knowledge of tax rate and tax billing procedures, including assessment practices and cycles. 

Knowledge of record keeping required to maintain departmental records. 

Ability to establish and meet work deadlines and stay on track with constant interruptions. Ability to establish and maintain effective public and working relationships.
