About the Department

This is technical and manual work in testing, repairing, maintaining, installing, connecting and disconnecting commercial and residential water meters. Work involves ensuring meter hookups are performed properly, in compliance with safety standards, maintaining testing records, and dealing effectively with the public.

The work schedule for this position is expected to be Monday - Friday,  7:30 AM - 4:00 PM.

Position Duties

Under the general supervision of the Water Facilities Superintendent, this position involves managing and coordinating project activities to ensure timely completion and adherence to budget and quality standards.

Minimum Qualifications

For purposes of 42 U.S.C. 12101

  • Install, connect, and disconnect water meters for utility customers, including industrial meters and those found in underground pits; turn service on and off to vacant homes, for repairs or to delinquent customers; install remote reading devices; ensure meter hookups are performed properly and in compliance with safety standards; maintain testing records; deal effectively with the public.
  • Test and repair broken or dead meters in the field; troubleshoot metering problems; replace meters; make repairs to valves, connections, wires, curb boxes, and similar components; locate underground lines and curb boxes; use a variety of hand tools and meter equipment in installing, testing, connecting, and disconnecting meters; maintain tools and equipment; climb into attics and crawl spaces to install wire; operate a city vehicle; maintain meter inventory and records.
  • Coordinate meter operations with meter readers, customer service, building inspectors, and others; coordinate issuance of meters; investigate complaints of high bills; reread meters; check meter and other connections; report defects in service lines or meters; attend meetings; follow proper safety procedures.
  • Assist the Maintenance Department with repairs as needed in the Plant; meet all job safety requirements and all applicable safety standards that pertain to essential functions; must demonstrate regular and predictable attendance; maintain required licenses and/or certifications.
  • Performs other duties as assigned.

EQUIPMENT OPERATED:  The following are examples only and are not intended to be all inclusive:
Calculator, computer, computer software (Microsoft Office and other applicable computer software programs), mobile phone, copier, scanner, telephone, postage machine, and other standard modern business office equipment, motor vehicle, hand drills, normal tools, ladders, curb keys, metal detectors, pipe wrenches, grinders, Itron reading devices FC300, collectors and repeaters, meter bench tester.


PHYSICAL REQUIREMENTS / WORK ENVIRONMENT:
Has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in a confined space; works in the vicinity of dockboards; works in an area in which the means of egress is or can be obstructed; is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db; is exposed to possible injury from hazardous waste; is exposed to possible injury  due to unclean or unsanitary conditions; is exposed to possible injury as a result of electrical shock; has contact with potentially violent or emotionally distraught persons; has exposure to potentially vicious animals; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to extreme non-weather related heat or cold; has exposure to hazardous driving conditions; this is considered medium work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

In cases of emergency, unpredictable situations, and/or department needs, may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.Other Qualifications

An example of acceptable qualifications:

  • Completion of secondary education or equivalent (high school diploma or GED).
  • Two (2) or more years of experience in utility metering and/or maintenance operations.
  • Must possess and maintain a valid State of Ohio driver’s license and must remain insurable under the City’s vehicle insurance policy.
  • Any combination of education, training, and/or experience equivalent to the minimum qualifications stated above.

  • ABILITY TO: demonstrate professionalism; apply management principles to solve agency problems*; complete basic mathematical calculations; diagnose and assess electric or water meter problems and take appropriate corrective actions; transfer meters from one location to another; operate a motor vehicle, walk lengthy distances, climb up and down stairs; establish and maintain effective working relationships with other employees and the general public; communicate tactfully and effectively with the public; visually detect problems; operate a computer and other standard office equipment to perform necessary job functions.
