The Position
Under general direction, the CFAO plans, organizes, and directs departmental fiscal, budgetary, and administrative operations to ensure sound financial stewardship, regulatory compliance, and alignment with County objectives and Board of Supervisors’ priorities. This senior-level management position provides strategic fiscal and administrative leadership for a large, complex department delivering essential public services to the community. The incumbent serves as a key member of the Department’s leadership team and a trusted advisor to the Director, translating policy direction into effective fiscal strategies and operational practices. Responsibilities include oversight of complex operating and capital budgets, enterprise and special revenue funds, grants administration, and long-range financial planning that supports departmental programs, infrastructure, and service delivery. This position plays a critical role in supporting capital improvement projects, monitoring revenues and expenditures, evaluating fiscal impacts of proposed programs, and ensuring internal controls and financial systems support efficient and transparent operations across the Department of Community Services.
The ideal candidate is a collaborative, team-oriented leader with deep public sector finance experience and a strong understanding of governmental accounting, budgeting, and internal controls. They are comfortable operating in a politically sensitive environment, communicating clearly with both technical and non-technical audiences, and bring a solution-oriented mindset to complex fiscal and administrative challenges. A successful candidate will demonstrate proven leadership in managing complex governmental budgets and financial systems, strong analytical skills with the ability to assess financial risk and develop long-term fiscal strategies, experience advising executive leadership and governing bodies, the ability to build trust and productive working relationships across the department, throughout the County, and is committed to transparency, accountability, and continuous improvement.

Minimum QualificationsMinimum Qualifications
The minimum qualifications required for a candidate to proceed in the selection process are as follow:
- Education: A Bachelor's Degree or higher from an accredited college or university in Business Administration, Public Administration, Accounting, Finance, Economics, or a closely related field;
- Experience: Six (6) years of responsible, professional experience performing administrative, budget management, fiscal and/or program analytical work, including a minimum of two (2) years of supervisory and/or management experience.
- License: Some positions in this classification may require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
