Position Overview
The Air & Waste Program Manager provides strategic leadership, technical oversight, and operational management for air quality and waste management consulting programs. This role leads multidisciplinary project teams, manages client relationships, ensures regulatory compliance, and supports the growth of air and waste services while maintaining high standards of quality and client satisfaction.
This position is responsible for developing, implementing, and overseeing programs to ensure compliance with applicable air quality and waste regulations. The Program Manager conducts complex air quality assessments, manages permitting processes, analyzes emissions data, interfaces with regulatory agencies, and provides technical leadership and mentorship to staff while serving as a trusted advisor to clients.
Responsibilities
Lead and manage the Air & Waste program, including staff supervision, mentoring, and performance management
Provide senior-level technical guidance on air quality permitting, compliance, emissions reporting, and waste management programs
Review and approve technical deliverables such as permit applications, compliance reports, emissions inventories, air dispersion modeling analyses (e.g., AERMOD, CalEEMod, HARP), and air quality impact assessments
Align departmental objectives with broader organizational strategy in coordination with senior leadership
Develop and implement internal processes, standard operating procedures, and quality control measures
Oversee multiple projects simultaneously, ensuring scope, schedule, budget, and quality objectives are met
Serve as a primary point of contact for key clients and maintain long-term client relationships
Provide technical guidance and mentoring to junior staff and specialists
Review and approve waste management deliverables and advise clients on compliance with RCRA and other applicable federal, state, and local regulations
Stay current with evolving air quality and waste regulations, guidance, and modeling practices
Identify opportunities to expand services and support growth of the air and waste practice
Qualifications
Bachelor’s degree in environmental science, environmental engineering, chemical engineering, or a related field (Master’s preferred)
8-10 years of progressive experience in air quality compliance, emissions monitoring, or environmental engineering
Strong knowledge of Clean Air Act regulations, New Source Review (NSR), Title V permitting, and emissions reporting
Knowledge of AERMOD, CalEEMod, HARP2, and RMPExperience with air dispersion modeling tools and emissions monitoring systems
Proven leadership and mentoring capabilities
Strong analytical, problem-solving, and technical writing skills
Ability to effectively interface with regulatory agencies and industry stakeholders
Valid driver’s license and acceptable driving record
Preferred Qualifications
Professional Engineer (PE) or similar professional certification
Experience working directly with state and federal regulatory agencies
Travel Requirements
Occasional domestic overnight travel (approximately 10–20%) to support client engagements and project needs
Travel may be scheduled or short-notice and may involve job sites, field locations, or regional offices
Compliance with safety protocols and use of required PPE during site visits
Physical Demands & Work Environment
Hybrid work environment with responsibilities split between office and field settings
Office work includes extended computer use and regular in-person collaboration
