Under general supervision of the Public Works Projects Section Manager, provides support, oversight and coordination of construction projects to include roads, utilities, open space, trails, and vertical projects. Verifies construction and infrastructure projects are executed according to plans, specifications, standards, and contract documents.
Position Duties- Ensures that construction is completed in accordance with contract plans and specifications, approved shop drawings, approved materials lists, and permit requirements. Prepares weekly and monthly reports for ongoing project progress and maintains all project correspondence.
- Serves as onsite project representative for the County providing quality assurance, documentation, cost control and time management related services.
- Collects material tickets/receipts; verifies material use on projects; records and files tickets and receipts according to established policies and procedures; Monitors projects for potential material overruns and unexpected change orders.
- Generates daily logs of work completed, materials used, project progress, issues or problems, test results, and other project status reports.
- Performs quality assurance material testing and inspection services including material sampling, testing, and construction observation as required by applicable standards and regulations; records and documents test results and follows up on corrective action.
- Performs final inspection, prepares punch lists, and ensures all punch list items are completed or corrected by the contractor.
- Performs asset collection using both conventional survey equipment, as well as GPS devices.
- Coordinates scheduling of County and/or contracted services including surveying, testing, road construction, trail construction, open space development, building construction, and utility installation.
- Communicates with contractors, customers, and residents regarding project scope, timelines and related project issues; makes recommendations to resolve issues and/or refers to Project Manager as needed.
- Performs field inspections and collects information on road and infrastructure conditions to prioritize maintenance and repairs; generates listing of identified roads and structures needing maintenance; reviews submittals and plans for constructability and verifies compliance to specifications and contracts.
- Distributes constituent requests for maintenance to appropriate foreman or crew leader, tracks submittals and requests for information.
- Reviews Traffic Control Plans and monitors traffic control in work zones for compliance with the MUTCD and safety of employees, contractors, customers, and residents.
- Attends project and staff meetings; maintains professional and technical knowledge by attending trainings and workshops and keeps abreast of new technologies.
- Must complete all training as designated or assigned
- Performs other duties as directed or assigned.
Knowledge/ Skills:
- Knowledge of roadway and utility construction practices, including the ability to identify various roadway and utility construction materials.
- Skills in MS Excel, MS Word, MS Outlook and have the ability to learn other computer software as needed.
- Ability to independently plan and organize work; to present information clearly and concisely, verbally and in writing; to establish effective and professional working relationships with County staff, contractors, utility companies and the public
- Ability to manage multiple project tasks, as well as demonstrated capacity to work with common software products and electronic equipment shall also be required.
- Ability to perform basic materials testing, interpret construction plans, and perform construction inspection.
- Ability to use ArcGIS Collector and work order system.
Minimum Qualifications
- High school diploma or GED
- Four (4) years of experience in roadway, utility or building construction and/or inspection
- Must possess and maintain OSHA 10 certification within six (6) months of hire.
- Education may substitute for experience on a year for year basis.
Preferred:
- New Mexico GA-1, GA-98 or GB-98 construction license
Working Conditions:
Work shall be performed in both an office environment, as well as onsite at construction locations, under a variety of weather and environmental conditions with exposure to dust, fumes, airborne particles, allergens, and extreme heat or cold. Work involves high risk and potentially dangerous situations working near hazardous/moving materials, equipment and machinery; exposure to excessive noise; use of protective clothing, equipment, devices and materials is required. Work requires the ability to stand, walk, sit, reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; talk, hear, and smell; clarity of vision at short and long distance; and the ability to lift up to 50lbs with equipment or assistance. Work schedule may require evening, weekend and holiday hours and low-frequency travel out of town shall also be required.
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain all certifications required.
