PRIMARY OBJECTIVE OF POSITION:


Serve as Environmental Specialist, responsible for residential recycling programs and recycling events, Stormwater Management, and City environmental programs.

Position Duties

MAJOR AREAS OF ACCOUNTABILITY:


This is not an attempt to list all work operations of this job position.  Duties generally include, but are not limited to the following:


1.  Manage the City’s Residential Recycling Program; monitoring and administering the recycling budget.  


2.  Prepares and submits annual grant application and biennial reports as required to Anoka County for SCORE funding.


3.  Assist in marketing and educational materials, prepare reports and presentations.  


4.  Negotiate hauler contracts and collaborate with haulers to ensure proper collection, transportation, and disposal of recyclables.
 

5.  Develop, maintain and enhance recycling programs and initiatives and coordinates and participate in City recycling events and activities.  Coordinates recycling at City facilities.


6.  Coordinates all activities related to water resources, including but not limited to MPCA, MS4, SWPP permitting and compliance, local Water Resource Management Plan implementation, erosion control monitoring, land disturbance permits, wetland alteration permits, Stormwater System Management and groundwater contamination monitoring wells.


7.  Administers the computer-based infrastructure mapping system (City GIS) and integrates data into the system database.


8.  Collects, analyzes and reports data related to air pollutants to ensure compliance with environmental regulations, and responds to air quality complaints or incidents.


9.  Assist in regulatory compliance monitoring for federal, state, and local air quality standards.


10.  Tracks environmental data and prepares reports for internal use or submission to regulatory bodies.


11.  Seeks and supports grants for environmental programs such as air quality, environmental restoration, water quality and other sustainability initiatives.


12.  Develop and oversee City environmental programs (air quality, groundwater monitoring, rainwater management, rain garden/stormwater infiltration programs).


13.  Oversee and plan Storm Water Quality operations and programs; monitor, inspect, and schedule maintenance of City stormsepter devices.


14.  Serves as staff liaison to the Waste Reduction & Recycling Board and prepares agenda packets and attends monthly meetings.


15.  Serves as staff liaison to the Lower Rum River Watershed Management Organization committee, attends monthly meetings and prepares quarterly reports for the City Council.


POSITION EXPECTATIONS/REQUIREMENTS:


1.  Promote recycling, educate and engage with the community on proper recycling techniques through outreach programs, communication, workshops, events, recycling booths at city events, to raise awareness and promote recycling.


2.  Coordinates and conducts recycling events, and the City Farmer’s Market on the Rum, oversees and supervises the work of volunteers at these events.


3.  Ensure compliance with City/State/Federal solid waste laws and regulations relating to recycling.
 

4.  Stay updated on recycling trends, technologies, and best practices to continuously improve recycling program.


5.  Responds to citizen's complaints and questions relating to recycling or environmental issues.


6.  Attends and participates in meeting with the City Council and the public as required.


7.  Public communication related to engaging with residents, businesses, and community groups to explain environmental programs.


8.  Demonstrated ability to clearly and effectively communicate and present technical environmental information to the City Council, City advisory committees, developers, property owners, contractors, consultants, co-workers and the general public.


9.  Proficient use of Microsoft Word, Excel, Outlook, Adobe Acrobat and desktop/web publishing software.


10.  Must have exceptional oral and written communication skills and strong attention to detail.


11.  Creates a favorable image of the City in contacts with the public, elected officials and other organizations.


12.  Must exercise initiative, discretion and independent use of judgment over matters of 

significance.


13.  Must be able to work with minimal supervision, independently and confidentially.

14.  Ability to lift up to 50 lbs with or without special accommodation.


15.  Must be able to work the necessary hours to accomplish responsibilities (hours or schedule may vary, weekends and evenings).


16.  Must be able to work outside in all weather conditions.


17.  Must be able to multi-task, prioritize, have strong communication skills and be a self-starter.


18.  Keeps Public Services Director informed of any development, which he/she will need to know to function effectively.


19.  Performs other duties and assumes other responsibilities as apparent and/or as assigned.

Minimum Qualifications

EDUCATION/EMPLOYMENT EXPERIENCE PREREQUISITE(S):

1.  Associate’s degree in engineering, water resource or environmental engineering, natural resources, or equivalent employment experience. 


2.  One year employment experience using computer assisted engineering and design software such as AutoCAD and GIS mapping applications.


3.  Employment experience in water management, waste management, recycling, or sustainability.


OTHER PREREQUISITES:


1.  Specific Qualifiers/Test(s):

  • Pre-employment drug screen prior to starting employment.
  • Able to meet standard background and criminal check.
  • Valid and unrestricted Driver’s License and satisfactory driving record. 


2.  Job Performance and Attendance Record in Current/Most recent job:

    • Met standard performance rating.
    • Met standard attendance record.


ADDITIONAL DESIRABLE FACTORS TO BE CONSIDERED


1.  Knowledge of air quality regulation and pollution control technologies.


2.  Employment experience working for a Municipality, County or State agency performing similar work.
