About the Department

The Clallam County Treasurer’s Office is seeking a detail-oriented and highly skilled professional to serve as a Fiscal Specialist IV – Cashier & Support Specialist. This position performs advanced financial, accounting, and fiscal support functions, helping ensure the accuracy and integrity of operations for the County and its taxing districts. Responsibilities include verifying reconciliations, preparing and analyzing complex financial documents, developing data visualizations, and supporting contract, bid, and invoice review processes.

In addition to core fiscal duties, this role provides key administrative and operational support to the Treasurer’s management team and serves as a backup to the Accountant/Investment Officer to maintain continuity of daily accounting functions. Working under the direction of the Senior Accountant, this position plays an essential role in supporting efficient financial operations while delivering responsive customer service and high-quality administrative support.

Position Duties

Fiscal Specialist IV:

  • Determine accounting inconsistencies or errors; prepare corrections and verify accuracy of accounting reconciliations.
  • Perform financial or other fiscal numerical work utilizing the application of accepted bookkeeping or basic accounting methods and applications.
  • Receive and disburse funds; collect revenue; receipt in funds received by districts.
  • Research and summarize specialized or technical information from varied sources; select the most appropriate material; use spreadsheets and customized database applications; and verify and reconcile data discrepancies.
  • Interpret established policies, procedures, codes and regulations for internal and external customers over the telephone, in writing and in person; handle sensitive, confidential and potentially volatile situations.
  • Provide financial, accounting and fiscal training to coworkers as assigned.
  • Write complex financial, accounting and fiscal documents such as contracts and bid specifications.
  • Process incoming mail and documents that may require attaching related correspondence or information before forwarding; select mail to handle personally where response requires specialized knowledge of the assigned function; identify priority and time-sensitive matters; and maintain security and confidentiality.
  • Organize work, establish work methods, monitor workloads, recommend changes to procedures to enhance accuracy and office efficiency.
  • Process Real Estate Excise Tax transactions, accurately posting property tax payments, processing returned mail and address changes.

Accountant Support:
  • Provide support to the Accountant position by backing up daily duties or filling in as needed.
  • Importing banking files, clearing warrants, and transferring funds from the Local Government Investment Pool to county accounts.
  • Initiating repeat wire and manual wire transfers over the phone and by using banking software.
  • Updating investment worksheets
  • Create and bill for any LID, ULID, RID for our districts; utilizing a variety of computer programs and software.

Treasurer Management Support:
  • Represent the organization at various functions, including administrative hearings, proceedings, court inquiries, committees and meetings. 
  • Prepare, submit, log and track billings, including billings to other departments, divisions, vendors and agencies.
  • Administer multiple accounts, including providing support with the department budget and capital improvement budget; revise budgets; provide information for budget preparation, federal or Washington State grants, and contracts, and annual audit, according to specific directions.
  • Compose, summarize, prepare, proofread and edit documents, contracts, ordinances, court mandates and correspondence.
  • Organize, establish track, code and maintain data sources, including contracts, budgets, legal documents and other financial, accounting or fiscal records and documents.
  • Anticipate, identify, and address incidents of concern before escalating.
  • Create data charts based on fiscal and accounting data, revenues, disbursements, and any other data as requested.
  • Receive and respond to public records requests by providing timely and thorough responses, either in person or as requested by the Public Records Office.

Other Qualifications

Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description

Education

  • Associate’s degree in Accounting, Finance, Business Administration, or a closely related field.
  • In lieu of the Associate’s degree, an additional two (2) years of directly related experience may substitute.

Experience
  • Five years of moderate to high-level financial experience required.
  • Have a fiscal or accounting background;
  • Have a strong financial background;
  • Have a strong assistant and support specialist background;
  • Have strong analytical and communications skills with the ability to analyze detailed data, draw conclusions, and present findings/recommendations both verbally and in writing;
  • Be able to persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment;
  • Bondable for government service;
  • Notary Public (preferred/not required);
  • Fluent computer knowledge and ability;
  • Excellent communication skills, both written and verbal;
  • Excellent and proven analytical ability;
  • Excellent ability to build and maintain effective working relationships with those in which you come in contact;
  • Exceptional ability to empathize and connect to a diverse audience.
