We are a mission-driven mental health organization serving Los Angeles County, dedicated to providing integrated, whole-person care to underserved individuals and communities. As we grow our clinical programs and pursue Federally Qualified Health Center (FQHC) designation and compliance, we are seeking an experienced Consulting Clinic Administrator with deep FQHC expertise to guide our operational, regulatory, and administrative development. This is a critical leadership consulting role that will help shape the infrastructure and systems needed to expand access to high-quality, community-centered health and mental health services.
Position Overview
The Consulting Clinic Administrator will provide expert strategic and operational consulting to support the organization's clinical administration, FQHC compliance, program development, and healthcare operations. Drawing on hands-on FQHC experience, the consultant will advise leadership on best practices for clinic management, regulatory compliance, billing and revenue cycle, accreditation, and quality improvement — helping position the organization for long-term sustainability and growth as a community health provider.
This is a flexible consulting or contract engagement based in Los Angeles. The scope, schedule, and compensation are commensurate with experience and will be negotiated upon hire.
Key Responsibilities
FQHC Operations & Compliance
Advise on all aspects of FQHC operational compliance including HRSA requirements, Uniform Data System (UDS) reporting, Health Center Program requirements, and look-alike designation processes
Guide the organization through FQHC designation or look-alike application processes, including needs assessment documentation, governance requirements, and site visit preparation
Review and strengthen policies, procedures, and operational workflows to align with FQHC program expectations and HRSA compliance standards
Provide expert guidance on sliding fee discount program design, eligibility determination, and patient fee schedule development
Support compliance with federal, state, and local regulatory requirements including DHCS, DMHC, and California Department of Public Health (CDPH) standards
Clinical Administration & Practice Management
Assess and advise on clinic operations including patient flow, scheduling systems, staff productivity, appointment access, and care delivery workflows
Consult on Electronic Health Record (EHR) system optimization, implementation, or transition to support clinical documentation, billing, and quality reporting
Develop and refine clinical administration policies covering credentialing, privileging, peer review, and provider onboarding
Support the build-out of integrated behavioral health and primary care service delivery models within the clinic setting
Revenue Cycle & Billing
Provide expertise on FQHC Prospective Payment System (PPS) billing, including visit definitions, encounter documentation requirements, and Medi-Cal FQHC billing protocols
Assess current revenue cycle operations and recommend improvements to charge capture, claims submission, denial management, and collections processes
Advise on managed care contracting strategy for FQHC services, including Medi-Cal managed care plan agreements and encounter rate negotiations
Guide the organization in maximizing federal 330 grant funding, Medi-Cal cost reporting, and supplemental payment opportunities
Support development of financial sustainability models and revenue diversification strategies appropriate for FQHC operations
Quality Improvement & Accreditation
Lead or advise on quality improvement (QI) program development, including PDSA cycles, clinical performance metrics, and UDS clinical quality measure reporting
Guide preparation for AAAHC, Joint Commission, or NCQA accreditation processes as applicable
Support the development of patient satisfaction survey processes, grievance procedures, and patient rights policies in alignment with FQHC standards
Assist with development of a Quality Improvement Committee structure, governance processes, and reporting mechanisms
Advise on risk management protocols, incident reporting systems, and clinical safety policies
Governance, Leadership & Strategic Planning
Advise on FQHC-compliant Board of Directors governance structure, including consumer majority requirements, board roles, and committee functions
Support executive leadership in strategic planning for clinical program growth, site expansion, and service line development
Provide guidance on community needs assessment processes, health equity planning, and HRSA Health Center Program narrative development
Assist with grant writing support, federal 330 funding applications, and California state health center funding opportunities
Serve as a thought partner to senior leadership on organizational development, workforce planning, and long-term operational sustainability
Required Qualifications
- Bachelor's degree in Healthcare Administration, Public Health, Business Administration, or a related field; Master's degree (MHA, MPH, MBA, or equivalent) strongly preferred
- Minimum 5–7 years of direct experience in clinic administration, health center management, or healthcare operations — with significant FQHC experience required
- Deep working knowledge of HRSA Health Center Program requirements, FQHC designation and look-alike processes, and UDS reporting
- Expertise in FQHC Prospective Payment System (PPS) billing, Medi-Cal managed care contracting, and revenue cycle management
- Demonstrated experience with clinical quality improvement, healthcare accreditation (AAAHC, Joint Commission, or NCQA), and regulatory compliance
- Strong understanding of integrated behavioral health and primary care delivery models
- Proven ability to advise senior leadership on strategic planning, operational improvement, and organizational development
- Excellent written and verbal communication skills with the ability to translate complex regulatory and operational requirements for diverse audiences
