Job Description
The Public Building Authority (PBA) is a joint public, non-profit organization created by Knox County and the City of Knoxville to develop, construct, manage, and maintain a wide range of public facilities and services on their behalf. PBA oversees major construction projects, provides long-term property and grounds management for millions of square feet of buildings—including city and county facilities, parks, and parking garages—and even handles security, telecommunications infrastructure and on-street parking operations throughout the community. Governed by an 11-member board appointed by county and city leaders, the PBA works to deliver cost-effective, professional facility services that support local government operations and enhance public spaces for residents and visitors alike.
Due to continued growth, PBA is seeking an experienced Assistant Chief of Life Safety & Security to join our Security team. This position reports to the Director of Security and plays a key role in the overall management, coordination, and supervision of security operations to ensure the safety and protection of personnel, property, and assets.
Key Responsibilities:
- Assist the Director in managing the day-to-day operations of security functions.
- Assume command of the security division and responsibility for all departmental functions in the Director’s absence.
- Coordinates activities of Lieutenants, Sergeant, Corporal and Officers.
- Responsible for the proper performance of functions for each security unit.
- Ensures that members assigned to the Public Building Authority (PBA) security team follow all rules and regulations in accordance with the Security and Life Safety General Orders.
- Ensure members assigned to PBA security are appropriately supervised, trained, and equipped to perform their duties.
- Supervises patrols of buildings, garages, city parks, and other PBA-managed properties.
- Ensure patrols are conducted effectively in buildings, streets, parks, and garages on PBA-managed properties to ensure that no safety or security concerns are present.
- Assist the Director of Security & Life Safety with designing and implementing security policies, procedures, and protocols to mitigate risks and maintain a secure environment.
- Provide leadership and guidance to the security team, fostering a culture of collaboration, accountability, and continuous improvement.
- Make recommendations and report any concerns, observations, and trends to the Director of Security and Life Safety and/or appropriate PBA staff member(s).
- Establish and maintain strong relationships with external stakeholders, such as City and County representatives, law enforcement agencies, emergency management personnel, and members of the public.
Qualifications:
- Minimum ten years of law enforcement, fire, or emergency management experience.
- Excellent written and verbal communication skills.
- Demonstrated ability to lead and manage a diverse team effectively.
- Ability to pass a comprehensive background check and obtain all necessary security clearances.
- Must have a current Tennessee driver license.
