Overview
A growing employee-owned heavy civil construction contractor is seeking an experienced Project Manager to oversee underground utility and earthwork projects throughout the Phoenix metro area. The company specializes in self-performing underground utilities, earthwork, and concrete construction and is known for its strong operational culture and long-term employee ownership model.
This role is ideal for a hands-on construction leader who enjoys managing projects from pre-construction through completion while working closely with field teams and clients.
The Role
The Project Manager will oversee the planning, financial performance, and execution of heavy civil construction projects. This position requires strong leadership and operational expertise in earthwork (dirt), underground utilities (pipe), or both.
The role involves coordinating project teams, managing budgets and schedules, and ensuring work is delivered safely, efficiently, and to quality standards.
Key Responsibilities
Project Leadership & Execution
- Manage multiple heavy civil construction projects from pre-construction through completion
- Develop project schedules, budgets, and execution strategies
- Ensure projects are delivered safely, on time, and within budget
- Provide leadership to Project Engineers, Superintendents, and field teams
Contract & Financial Management
- Review project contracts and identify potential risks or scope gaps
- Manage project budgets, cost tracking, forecasting, and profitability
- Review and approve subcontracts, purchase orders, and change orders
- Lead monthly cost reviews, WIP reporting, and financial projections
Field Coordination
- Work closely with Superintendents to ensure proper field execution
- Conduct jobsite visits to monitor progress, productivity, and quality
- Ensure plans, specifications, and constructability are properly interpreted in the field
Subcontractor & Vendor Management
- Evaluate and select subcontractors and suppliers
- Manage subcontractor performance, schedule adherence, and compliance
- Negotiate pricing and resolve scope or performance issues
Client & Stakeholder Communication
- Serve as the primary point of contact for owners, engineers, and project stakeholders
- Lead project meetings and provide updates on schedule, financials, and progress
- Build and maintain long-term client relationships
Risk Management
- Identify and mitigate project risks proactively
- Ensure compliance with contracts, safety standards, and regulatory requirements
- Support claims management, dispute resolution, and change order negotiations
Qualifications
- 5+ years of heavy civil construction project management experience
- Strong experience with earthwork (dirt), underground utilities (pipe), or both
- Proven experience managing project budgets, schedules, and teams
- Ability to read and interpret construction plans, specifications, and contracts
- Strong leadership and communication skills within a field-driven environment
- Proficiency with Microsoft Office; construction management software preferred
- Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred
