Statement of Primary Purpose

The Instructional Technologist shall be responsible for the direction and management of both long-term and daily operations of online/hybrid training programs delivered through the Division of Public Safety Training Center (PSTC), reporting directly to the Dean of Public Safety Training, to include all Public Safety Disciplines. The Instructional Technologist will work closely with North Carolina – Basic Law Enforcement Training (NC-BLET) sessions, National Park Service – Park Ranger Law Enforcement Academy (NPS-PRLEA) sessions, North Carolina - Detention Officer Certification Course (NC-DOCC), North Carolina - Emergency Medical Services Programs, and North Carolina Fire-Rescue Training Programs, as well as In-Service and advanced and/or specialized training in all areas of Public Safety.

The Instructional Technologist will coordinate the establishment, sustainment and advancement of online/hybrid training courses within the local and regional marketplace through the development of strategic partnerships, the effective and efficient use of personnel, budgets and resources, and a strict adherence to established professional standards to render the highest level of training capabilities to those who serve, safeguard and secure our communities within the State of North Carolina, and at our Nation’s Federal level of Public Safety operations and essential personnel assigned to and working in the Public Safety system. Additionally, the Instructional Technologist will develop and deliver support services for distance learners; and administer the Learning Management Systems (LMS).

Classification

Professional, Public Safety Training Center Staff, full-time, exempt.

Essential Functions and Responsibilities

Instructional Technology:

·         Support System Administration of the Learning Management System (LMS)

·         Collaborate with Teaching & Learning Support (T&LS) during LMS Transition

·         Assist in development and support delivery of high-quality instruction in all Public Safety disciplines

·         Oversee operations of Public Safety courses offered through Moodle online training format

·         Assist with setup of Devices used by students to provide digital course materials

·         Develop and build online/hybrid training courses for PSTC

·         Assist full-time and part-time instructors to develop distance learning classes for delivery.

·         Work with National Park Service – Federal Law Enforcement Training Center for online training format, student orientation and online testing of students

·         Instruction/Training of Distance Learning courses to students/instructors of PSTC (orientation)

·         Maintain and advance essential certifications/training necessary for the delivery of online training programs through the Division of Public Safety Training Center (PSTC) to retain credibility, confidence, competence and professionalism

User Support (student and instructors)

·         Maintain an open, friendly, helpful office environment while performing high quality work

·         Provide assistance for Computer/Audio Visual classes for student/instructors of PSTC

·         Recruit, provide orientation and advise students in both PSTC online and hybrid training courses

·         Proctor online and traditional testing as requested or needed utilizing PSTC’s camera system

·         Work with program directors to maintain and update PSTC’s website to ensure that timely and accurate information is provided

·         Work with program directors at PSTC to enhance instruction/learning experience of PSTC students through advanced technology for online/hybrid training

·         Work with IT to develop online registration to enhance training offered at PSTC

·         Work with IT for deployment of computer systems at PSTC for staff and students

Additional Duties and Responsibilities

Office Administration

·         Oversee, supervise and train full-time and part-time Administrative Assistants at PSTC

·         Work within Datatel System for creating course packets and ensuing paperwork

·         Order supplies and materials essential to the delivery of both traditional and online training programs

·         Purchase equipment and supplies for division through bid acquisition and adherence to NC State Division of Purchase and Contract guidelines

·         Assist Dean and PSTC Program Directors in the preparation and tracking of budgets

·         Assist in maintaining budgets for PSTC

·         Maintain inventory of IT related equipment

·         Other duties as assigned

Minimum Qualifications

Education       

AAS in Business Administration or Educational Technology, Computer Science, Information Technology, or another closely related field from an accredited institution.

BA/BS preferred

Knowledge and Skills           

·         One – three years’ experience in Course Development.

·         LMS administration experience.

·         Work experience in instructional technology or user support

·         Knowledge and experience using current educational technology and other online tools used to enhance the delivery of online education

·         Demonstrated ability to both collaborate with others in a team environment and work independently on assigned tasks

·         Demonstrated ability to establish collegial, productive working relationships with faculty, staff, and administration or similar organizational constituents

·         Excellent written and oral communication and interpersonal skills

·         Excellent organization and time management skills; ability to manage multiple tasks and projects simultaneously, including defining scope, setting objectives, determining timelines, acquiring resources, tracking progress, and preparing reports.

Physical Demands   

Sitting, standing.  Some lifting and moving instructional equipment.

Licensing Requirement       

Licenses as required for course development and delivery

Valid NC Driver’s license

Working Conditions and Environment

Flexible work schedule (hours, day, evening and weekends as required).  Travel for support materials, conferences/meetings as needed for support of class development and PSTC support.

Multiple computer platforms, multimedia equipment, multiple LMS systems, office equipment, computer software
