Defense Support of Civil Authorities (DSCA) Coordinator with the Florida State Guard


A Defense Support of Civil Authorities (DSCA) Coordinator for the Florida State Guard plays a critical role in bridging military support capabilities with civilian emergency response needs across the state. This position is essential during natural disasters, public emergencies, and other domestic operations requiring coordinated support.

Position Summary:
The DSCA Coordinator is responsible for planning, coordinating, and facilitating the integration of Florida State Guard resources in support of civil authorities, including local, state, and federal agencies. This role ensures timely, organized, and compliant response efforts during emergencies such as hurricanes, floods, pandemics, and other crises.

Key Responsibilities:
  • Serve as the primary liaison between the Florida State Guard and civil authorities, including emergency management agencies, law enforcement, and public health organizations
  • Coordinate requests for military assistance (RFA) and ensure proper documentation, validation, and execution
  • Develop, review, and maintain DSCA plans, policies, and procedures in alignment with state and federal guidelines
  • Support emergency operations by integrating into Emergency Operations Centers (EOCs) when activated
  • Track and manage deployment of personnel, equipment, and resources during response operations
  • Conduct training, exercises, and after-action reviews to improve DSCA readiness and effectiveness
  • Ensure compliance with applicable laws, regulations, and frameworks such as the National Response Framework (NRF) and Incident Command System (ICS)
  • Provide situational awareness reports and briefings to leadership and stakeholders

Qualifications:
  • Experience in emergency management, military operations, or homeland security
  • Working knowledge of DSCA doctrine, Incident Command System (ICS), and National Incident Management System (NIMS)
  • Strong coordination, communication, and organizational skills
  • Ability to operate in high-stress, fast-paced environments
  • Proficiency in Microsoft Office and emergency management systems
  • Must be able to pass a background check and drug screening

Preferred Qualifications:
  • Prior military service or experience in a state defense force or National Guard
  • FEMA certifications (e.g., ICS-100, ICS-200, ICS-700, ICS-800)
  • Experience working in an Emergency Operations Center (EOC)

This position is typically based in an office setting but requires availability for deployment during emergencies, which may involve extended hours, travel, and field conditions.
