Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $130,000 to $150,000/yr. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $111,300 to $211,100/year.

Brief Summary of Job Duties: The Emergency Manager is responsible for the overall management of the Emergency Management and Mission Continuity Programs and reports to the Executive Director of Environmental Health & Safety, Risk and Emergency Services. The Emergency Manager oversees the development and implementation of emergency management and mission continuity procedures for the campus. This is accomplished through the development, implementation, and monitoring of prevention and control strategies and initiatives, as well as by establishing collaborative partnerships with campus units and departments. The Emergency Manager plans, implements, and coordinates the development and readiness of the Emergency Operations Center (EOC). They design, plan, and conduct regular emergency management exercises for senior leaders, campus management, and departments. The position also manages the Mission Continuity Program ensuring an effective and thorough response, recovery, and resumption of campus operations. The Emergency Manager serves as the UCSB representative to the County of Santa Barbara's Emergency Operations Center during emergencies and reports to campus leadership during activations as needed. The role maintains relationships and partnerships with city, county, and state public and private agencies responsible for emergency planning and response. Additionally, the position supports the University of California systemwide continuity planning efforts, works closely with UC emergency managers, and prepares campus units to serve as emergency support functions addressing all aspects of campus emergency operations. The position also coordinates and supports after-action review following major emergencies.


Required Qualifications:

• Master's Degree in a related area OR equivalent combination of experience and training.
• Bachelor's Degree in a related area.
• 4-6 years Experience in a related area.

Job Functions and Percentages of Time:

25% Planning - Develops, assesses, revises and maintains the campus Emergency Operations Plan (EOP). Provides guidance, training, and assistance to departments developing their Departmental Emergency Operations Plans. Ensures compliance of plans with regulatory requirements. Monitors, provides for, and ensures compliance with National Incident Management Systems (NIMS), Standardized Emergency Managements Systems (SEMS) and Incident Command System (ICS) provisions, as adapted for campus use, including monitoring related legislation. Develops and maintains documents and checklists for emergency or disaster conditions. Researches, analyzes, and develops emergency preparedness procedures for campus. Coordinates with and assists departments in emergency response planning, identifying human and material resource needs, and developing plans for resource mobilization during emergencies. Plans, directs, and manages strategic initiatives that strengthen the campus's ability to respond to and recover from emergencies in the context of a major research university. Provides technical consultation, direction, advice, and service across the Campus on emergency management and safety issues to faculty, management and administration, supervisors, and employee groups, including laboratory and shop personnel. This position is responsible for ensuring the campus meets all legal requirements related to emergency planning and preparedness. Recent State law mandates the institutional adoption of principles and protocols outlined in the California Emergency Services Act (Ca H&S Code 8607).

25% Preparedness - Researches, analyzes, develops and deploys emergency preparedness procedures for the campus. Researches, develops and prepares instructional materials for training campus personnel. Designs, implements, and conducts training and testing to reinforce principles of campus systems for all constituents. Conducts ongoing evaluation of campus preparedness including initial and periodic assessment of natural, technological, and human hazards and threats. In the context of maintaining the ability to fulfill the University mission, evaluates probability, level of risk, responder's health and safety, impacts on individuals in proximity to events, continuity of routine operations, impacts to infrastructure and facilities, environmental impacts, economic impacts, regulatory impacts, and the institution's reputation. Develops, implements, and facilitates integration of ICS into all campus emergency planning activities. Trains and exercises Campus executive management and department representatives in the use of ICS. Updates and modifies systems for use within University structure without compromising system integrity. Ensures ability to utilize the system in a Unified Command mode with external agencies. Plans, implements, and coordinates the development and readiness of the Emergency Operations Center (EOC). Identifies participants to be involved in EOC management and develops and provides required training. Evaluates and recommends suitable facilities for use as primary and alternate EOC sites. Identifies necessary tools and other aides to support participants in providing EOC management, including computer-based systems for use in both the EOC and any impacted facilities. Assists in EOC activation when necessary, recommends and evaluates initial response strategies, and assists in documentation of incident response. Evaluates communication needs and develops required training including primary and alternate communication systems. Coordinates efforts with all parties involved in emergency management communication activities. Serves as backup administrator for the campus mass notification system, Everbridge, during and after incidents and emergencies. Designs, plans, and conducts periodic emergency management exercises; including tabletop, functional, and full-scale drills and exercises. Identifies target groups for participation and develops periodic and recurring exercises in subjects such as the campus plan, ICS, SEMS, NIMS, communications, urban search and rescue, and damage assessment. Provides instruction and guidance to exercise and event participants and evaluates effectiveness and efficiency of exercises and event responses. Designs, implements, and conducts training and testing to reinforce principals of the campus system to all affected constituents. Prepares instructional materials for training of emergency preparedness and response personnel.

15% Response - Manages the campus response to emergencies in an effective and efficient manner. Designs management systems, implements and trains staff on proper procedures, protocols, and capabilities. Evaluates and identifies response resources including on-campus, community, inter/intra-campus, and allied professional groups. Develops agreements with such entities to facilitate acquisition of relief materials. Ensures processes are compliant with Federal Emergency Management Act (FEMA) requirements. Integrates systems into standard business practices. Develops, implements, and trains users on computer-based systems for tracking emergency conditions to prioritize response, track progress, document occurrence, and facilitate recovery and reimbursement. Serves as UCSB's representative to the County of Santa Barbara's EOC during declared and non-declared disasters. Communicates with County Emergency Director, campus leadership and department representatives to ensure university needs are understood and met. Analyzes changing conditions and ensures responses are strategic and well-informed. Serves as lead campus representative with public and private agencies and officials, as well as campus departments, for active emergency and disaster preparedness
