Job Title: Training & Performance Specialist

Job Family: Administration

Reports To: Executive Director (with close coordination with Deputy Director/Regional

Managers)

Salary Range: $45,000 – $50,000 annually

FLSA Status: Non-Exempt

Position Summary

The Training & Performance Specialist supports workforce training, staff development, and

organizational consistency across the library system, with a primary focus on building and

improving structured training and orientation programs for employees and managers.

This newly created position will help develop a more consistent and sustainable approach

to staff training, operational guidance, and performance support across branches and

departments. The role is intended to strengthen employee success through meaningful

training, clearer expectations, practical resources, and improved communication.

The position also supports compliance-related training initiatives and helps reinforce

consistent workplace expectations, policies, and operational practices across the

organization.

This role serves as a support resource for managers and staff and is not intended to

function as a traditional HR Director role. Human resources responsibilities remain

collaborative among managers and library administration.

This position does not manage payroll processing, benefits administration, personnel

transactions, or official personnel records.

Key Responsibilities

Training & Staff Development (Primary Focus)

• Support development and implementation of a structured staff training program

• Develop and deliver employee orientation and ongoing training opportunities

• Create training materials, guides, job aids, presentations, and basic video content

• Assist in developing standardized operational training and reference materials

• Identify training needs and recommend practical training solutions

• Support continuous learning and professional development across departments

• Assist managers in reinforcing expectations, procedures, and operational

consistency

• Help support staff and managers during organizational and operational changes

Performance Support & Manager Resources

• Serve as a support resource for managers regarding employee performance

concerns and workplace expectations

• Assist managers in addressing performance issues early through coaching,

communication, documentation, and training support

• Provide templates, tools, and guidance to support consistent supervisory practices

• Support development and use of performance improvement tools and processes

• Promote fairness, consistency, and clarity in workplace expectations and

communication

Workplace Support & Compliance Training

• Coordinate and track required workplace and compliance-related training

• Support organizational compliance efforts related to workplace policies,

operational practices, and required employee trainings

• Assist in promoting consistent application of policies and procedures through

training and guidance

• Help identify areas where additional training or clarification may improve operations

• Support managers and administration in maintaining organized and consistent

documentation practices

Learning Management System (LMS) Administration

• Support management and maintenance of the organization’s Learning Management

System (KnowBe4)

• Assign and track required trainings

• Monitor completion rates and provide basic reporting to leadership

• Organize and maintain digital learning and training content

• Assist with development of self-paced training opportunities

Policy & Operational Alignment

• Assist in reviewing policies, procedures, and operational practices for clarity and

consistency

• Identify areas where day-to-day practice may not align with established procedures

• Recommend practical improvements to support efficient and consistent operations

• Assist in development and organization of operational reference materials and

employee resources

Working Relationships

Executive Director & Deputy Director

This position reports to the Executive Director and works closely with the Deputy Director

to support workforce training, staff development, organizational consistency, and

performance support initiatives across the library system.

The role provides support and guidance to managers but is not expected to independently

make final decisions regarding legal interpretation, employee discipline, or complex

personnel matters.

Library Managers and Supervisors

Provides training support, tools, guidance, and operational resources to managers and

supervisors to promote consistency across branches and departments.

Minimum Qualifications

• Bachelor’s degree in Instructional Design, Education, Organizational Development,

Human Resources, Business Administration, Communications, Workforce

Development, or a related field (or equivalent experience)

• 3–5 years of experience in workforce training, instructional design, staff

development, organizational support, education, or related areas

• Experience developing or delivering training programs, workshops, or instructional

materials

• Strong written and verbal communication skills

• Strong organizational and time management skills

• Comfort learning and using technology systems and software tools

• Ability to work independently while collaborating across departments

• Ability to handle confidential information with professionalism and discretion

Preferred Qualifications

• Experience creating training materials, presentations, guides, or instructional

content

• Familiarity with Learning Management Systems such as KnowBe4, Niche Academy,

or similar platforms

• Experience supporting supervisors or teams in a workplace setting

• Experience in public sector, nonprofit, educational, or government environments

• Experience supporting organizational change or process improvement initiatives

Library work involves regular and ongoing physical activity. While performing the duties of

this position, the employee is regularly required to:

• Use hands and fingers for repetitive motions, including keyboarding, handling

materials, and processing items

• Stand, walk, and move throughout public and staff areas for extended periods of

time

• Reach, bend, stoop, kneel, and crouch to access materials and equipment

• Communicate effectively and respond to staff and patrons in a public service

environment

The employee must be able to:

• Push and pull fully loaded book carts weighing up to 100 pounds

• Lift and carry materials and boxes weighing up to 50 pounds

• Frequently lift and/or move items up to 25 pounds

Specific vision abilities include close vision, distance vision, and the ability to adjust focus.

Work Environment

Work is performed in a public library setting with frequent interaction with staff and the

public. Employees should be prepared to:

• Work in a fast-paced, service-oriented environment with frequent interruptions

• Interact with a diverse population with varying needs and behaviors

• Maintain professionalism in stressful or high-demand situations

• Support staff and operational needs across multiple locations

Positions may require:

• Evening and weekend hours

• Travel between library locations

• Exposure to moderate noise levels and busy public spaces

• Exposure to dust, airborne particles, and typical environmental conditions found in

public buildings and library collections
