Position Summary:
@Orchard LLC is seeking a detail-oriented Budget Analyst to support a highly visible NOAA program. This position is contingent upon contract award.
This role is responsible for daily budget analysis, reporting, and the end-to-end management of reimbursable agreements. The ideal candidate will be highly proficient in data management, possess strong communication skills, and have a deep understanding of financial compliance and administrative processes.
Key Responsibilities:
- Prepare daily spreadsheet reports for the budget analysis team and develop monthly budget briefings for senior management.
- Analyze project proposals, budget changes, and policy impacts to provide daily recommendations to leadership.
- Assist the CFO by evaluating materials, drafting internal memos, and managing data calls.
- Monitor and track the end-to-end process for all Memorandums of Understanding (MOU) and reimbursable agreements.
- Ensure all financial agreements meet regulatory standards and departmental operating procedures.
- Perform daily audits of agreement packages including waivers and customer profiles to ensure content accuracy and completeness before signature.
- Maintain an accurate electronic tracking system to ensure timely fund recovery and cross-departmental coordination.
- Manage the efficient distribution of finalized agreements to internal and external stakeholders within established timelines.
- Develop and maintain internal standard operating procedures and communication materials to optimize financial workflows.
- Bachelor’s degree in accounting or finance management.
- Minimum 6 years of experience in financial analysis, budget execution, or administrative operations within a professional environment.
- Prior experience supporting NOAA budget analysis or related program efforts.
- Experience with NOAA budget and accounting software such as BAS accounting and FMDS.
- Advanced proficiency in Microsoft Excel (data extraction, pivot tables, complex formulas) and experience working within electronic share-drive databases.
- Strong familiarity with financial handbooks, government or corporate agreement standards, and regulatory compliance.
- Ability to synthesize complex data into clear, actionable recommendations for senior leadership.
- Excellent written and verbal communication skills, with the ability to draft professional memos and guidance materials.
- Exceptional organizational skills with the ability to manage high-volume workflows (e.g., tracking hundreds of agreements annually) while maintaining high standards of accuracy.
