Job Description: The client is seeking an expert Database Architect to support the redesign and modernization of the Homeless Management Information System (HMIS) 2.0 project for OTDA. The ideal candidate will support database architecture, application modernization, business analysis, reporting, data governance, and system integration efforts while working within Microsoft and Oracle environments. The role includes SQL development, ETL monitoring, data quality management, reporting, system support, and collaboration with business users and technical teams.


Key Responsibilities:

  • Design and maintain database architecture supporting HMIS modernization
  • Execute SQL and PL/SQL queries for reporting and analysis
  • Support data collection, validation, standardization, and governance
  • Monitor ETL processes and troubleshoot failures
  • Support database backup, restoration, migration, and archiving activities
  • Assist with access management and permissions administration
  • Generate reports and dashboards using SSRS and related tools
  • Analyze business processes and translate requirements into technical solutions
  • Design and support ASP.NET, MVC.NET, Angular SPA applications
  • Maintain system documentation and support audit readiness


Additional Responsibilities:

  • Support knowledge transfer and documentation throughout engagement
  • Participate in ITS security compliance and mandatory training
  • Collaborate with analytics and operational teams for reliable datasets

Qualifications & Certifications:

  • Bachelors Degree required
  • 84 months experience designing n-tier ASP.NET web applications using VB.NET, Web Services, and WCF
  • 84 months experience analyzing business processes and working with non-technical users
  • 60 months experience with Oracle, PL/SQL, SQL programming, and JSON
  • 36 months experience in Web GUI design including accessibility compliance and Angular SPA (v914)
  • 24 months experience with government human services eligibility systems
  • 24 months experience designing applications using object-oriented principles
  • 36 months experience with SQL Reporting Services (SSRS)
  • 36 months experience with MVC.NET development
  • Project Management Professional (PMP) Certification preferred/required as specified
