Job Description

Our client is seeking a People Services Director to oversee all HR/People Services functions, including employee relations, labor relations, recruitment, compliance, performance management, and workforce planning. This leader supports a workforce of 200+ employees and supervises a small but highly capable HR team.


The position reports directly to the facility's CEO and collaborates closely with the executive team to align people's strategy with organizational goals.


Onsite | No Visa Sponsorship | Relocation Assistance: Limited


Work Schedule: Monday through Friday | 8AM-5PM


Responsibilities:

  • Supervise and develop HR team members.
  • Manage departmental budgets and HR‑related expenditures.
  • Analyze workforce data to identify trends and develop action plans.
  • Serve as the senior HR advisor to the CEO and executive leadership team.
  • Direct recruitment, onboarding, and workforce planning to support staffing needs.
  • Support leadership development and training initiatives across the organization.
  • Lead employee engagement, retention, culture, and workforce development initiatives.
  • Oversee labor relations, including administration of collective bargaining agreements.
  • Participate in or lead union negotiations, grievance handling, and arbitration preparation.
  • Ensure compliance with employment laws, HR policies, and healthcare regulatory requirements.
  • Oversee HR operations, audits, reporting, documentation, and leave/accommodation processes.
  • Provide coaching to leaders on performance management, investigations, corrective action, and conflict resolution.

Qualifications (Must-Haves)

  • Experience supervising HR staff.
  • Experience advising senior leadership teams.
  • Strong communication, coaching, and conflict‑resolution skills.
  • Minimum 7 years of progressive HR leadership experience.
  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, Organizational Leadership, or related field.
  • Experience leading HR functions across multiple disciplines, including: Employee Relations, Labor Relations, Recruitment, Compliance, and Performance Management.

Preferred Skills:

  • Rural healthcare experience.
  • Experience in multi‑union environments.
  • HRIS and workforce analytics experience.
  • Experience participating in or leading union negotiations.
  • HR certifications (SHRM‑CP, SHRM‑SCP, PHR, SPHR)
  • Acute care hospital or healthcare HR leadership experience.
  • Experience supporting organizations with 100+ employees.
  • Workforce planning, retention strategy, and culture transformation experience.
  • Direct union experience, including administering CBAs and handling grievances.
