GENERAL DESCRIPTION

This is a supervisory and participatory work position in the construction, maintenance and repair of Stormwater structures and conveyances. Work is carried out under the general supervision of the MS4 Administrator and is reviewed through observation, conversation, and evaluation of results achieved.

ESSENTIAL JOB FUNCTIONS

  • Ability to supervise personnel engaged in the construction maintenance, and repair of stormwater structures and conveyances. Ability to read blueprints, understand and implement construction specifications, estimate material and equipment needs and maintain accurate records. Ability to maintain effective working relationships with employees.
  • Ensures that all personnel assigned to program adhere to safety codes and wear proper safety equipment.
  • Responds to emergencies during inclement weather, or as other unforeseen circumstances dictate, and performs other supervisory duties as directed by the MS4 Administrator.
  • Reports to MS4 Administrator daily the status of the work, problems encountered, training needs, etc.
  • Work requires very frequent operation equipment and machinery on and off road. Operate various motor vehicles and possesses a CDL-B license with air brake and tanker endorsements.
  • Transports construction materials and heavy equipment to designated work sites.
  • Storm water maintenance and repair activities including use of hand tools, power tools and various equipment.
  • Ability to have a flexible schedule that may include overtime, when required.
  • Performs any other duties or tasks that may be assigned.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of materials, methods, practices and equipment used in the construction, maintenance and repair of stormwater structures and conveyances. Knowledge of the traffic maintenance control laws, ordinances and rules governing the transporting of equipment and its operation on public streets and highways.
  • Knowledge of the hazards and applicable safety rules and regulations for operating and transporting equipment. Knowledge of stormwater structure repairs and maintenance, including concrete work.
  • Knowledge of record keeping, report writing, maintenance planning, and scheduling techniques.
  • Skill in performing field inspections to determine necessary repairs.
  • Ability to operate equipment efficiently and safely, and the ability to perform strenuous manual labor. Ability to effectively manage the work of a large staff. Ability to estimate costs of various construction projects.
  • Ability to maintain records, prepare oral and written reports and impart them effectively. Must be proficient in the operation of computers and word processing and spreadsheet software.
  • Ability to establish and maintain effective working relationships with employees, and the general public.
  • Ability to perform under adverse conditions such as inclement weather, heavy traffic, requiring the ability to walk or stand for extended periods, climb, bend, kneel, crawl and reach.

MINIMUM QUALIFICATIONS

  • High school diploma or equivalent certification. Five or more years of experience in the construction and/or maintenance of stormwater and drainage systems. Two or more years of experience in a supervisory position. Experience with and working knowledge of word processing and spreadsheet programs, such as Microsoft Word and Excel. Required to have or be able to obtain MOT Certification, Traffic Control Certification-intermediate level.
  • Must possess a valid State of Florida Commercial Driver's License, Class B, as a minimum.
  • Preferred Certifications include: Confined Space, Trenching and Shoring, Erosion and Sediment Control, MOT, Stormwater operator, etc.

EQUIPMENT USED

  • Bucket truck, back hoe, skid steer, street sweeper, chainsaw, chop saw, street saw, concrete mixer, vactor truck, storm water pumps, excavator, dump truck, hand tools and other related tools and machinery.
  • Radio, telephone, computer, tablet.

PHYSICAL REQUIREMENTS

  • Work requires standing for extended periods; frequent lifting of 40 pounds or more, frequent bending, stooping, pushing, pulling, digging, reaching, crawling, kneeling, and climbing of ladders. Works occasionally in extreme weather heights, confined areas, and areas with excessive noise. Work may include exposure to wildlife and other biological agents.

All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's
