Position Purpose:
- Perform tasks and work scope as defined in Principal Duties and Responsibilities and as directed by management.
- Work in accordance with approved training, policies, procedures, and instructions and in a safe manner.
- Maintain assigned reading and required reading for the position.
- Perform work in conformance with the Integrated Safety Management System (ISMS), Voluntary Protection Program (VPP) principles and functions, and Stop Work Authority.
- Participate in the identification and resolution of health and safety issues through active involvement and support of company safety programs.
- Make recommendations for innovative ideas or approaches to processes and procedures to increase efficiency and effectiveness.
- Assist in the preparation and review of procedures and other related documents, as applicable.
- Provide support to cost savings initiatives, as applicable.
- Responsible for completion of assigned training, qualifications/certifications, assigned reading, and required reading.
- Ensure recurring training and qualifications/certifications remain current.
Duties and Responsibilities:
Provide basic understanding and application of cost estimating principles, concepts, and practices. Demonstrates cost estimating knowledge and techniques in the preparation and development of complex, multi-disciplined, and detailed cost estimates, which are well-documents, based upon requirements identified by the program/project needs. Support the integration of engineering, maintenance, operations, environmental, construction, and other activities. Must be able to work with and facilitate meetings with the estimating team to identify project deliverables. Once deliverables are identified, facilitate and the estimating team to identify the steps and processes required, in accordance with procedures and policies, to develop a comprehensive estimate with sound, well-documented basis of estimate statements and support. Assist the estimating ream in establishing activity priorities and developing the cost estimate package. Identify and analyze associated schedule, resource and conflicts, potential cost impacts, and issues as they relate to the assigned work scope. Recommend and/or develop solutions to unique situations for which no established process, procedure, or guidance exists, and work with the estimating team to resolve.
- Initiate and oversee the overall cost estimate preparation and documentation for estimates. Develop action plans based on available information and resources. Participate in the development of methodologies and standards specific to ICP cost estimating, and the development of new and unique estimating approaches for complex projects. Often acts independently to uncover and resolve problems. Understanding of cost estimating requirements as identified in the Planning & Controls MCP-1408 "Estimating Project Costs."
- Software Proficiency
- Proficiency in the following software programs used in the estimating process MS Excel, MS Word, MS Powerpoint, MS Teams, PCRS, P6, etc
- Must be knowledgeable of and comply with environmental, health and safety regulations, policies and procedures related to work area and maintain training necessary for access to ICP network and projects.
Minimum Qualification Requirements (Education/Experience):
- Experience doing construction quantity takeoffs from engineering drawings, sketches, etc.
- Estimating experience within the DOE complex a plus.
- Prior experience with Department of Energy Capital Asset Projects (413.3B) a plus.
Environmental, Safety, and Health Statement:
Must be familiar with, and comply with, all relevant health and safety requirements. Must be knowledgeable of emergency action policies and procedures, methods for reporting/resolving unsafe work practices or conditions to available cognizant professionals.

Knows and complies with environmental, safety, health, and pollution prevention regulations, policies, and procedures for this position. Ensures own safety and safety of coworkers. Reports unsafe work conditions to immediate manager. Ensures that the five core functions of the Integrated Safety Management System are understood and applied when performing job duties. Ensures that operational excellence is achieved through appropriate implementation of conduct of operations.
