ESSENTIAL DUTIES:

  • Regular attendance is an essential function of this position.
  • Under the direction of the Treasurer or Chief Deputy Treasurer, performs a wide variety of financial and general office duties, which include but are not limited to: answering telephone; filing documents and general office records; opening and closing office; typing documents and/or correspondence as needed; preparing files for new fiscal year.
  • Assists Accountant with projects as assigned.
  • Assists taxpayers in person or by telephone.
  • Processes tax receipts, both mail and counter.
  • Assists in correspondence and research in connection with taxes and co-related issues.
  • Balances cash and daily receipts.
  • Helps prepare current/delinquent tax bills for mailing.
  • Runs all mail direct receipts for Oil & Gas, Gross Receipts, State Funds (i.e., gas, cigarette, MVD, etc.).
  • Pays all distribution to state and county entities on a monthly basis.
  • Balances and types remittance to the State Treasurer's Office for state and special taxes on a monthly basis.
  • Reconciles three bank statements on a monthly basis.
  • Runs night work and posts direct receipts daily.
  • Balances daily receipts for entire office and prepares daily deposit.
  • Prepares interest ledger detailing all interest incomes for auditors.
  • Balances and pays all overpayments on a monthly basis.
  • Follows state statutes regarding storage and disposal of records as set forth by New Mexico Records & Archives.
  • Work collections daily.
  • Employee may be required to work irregular hours or overtime, attend job-related meetings, and perform duties with minimal supervision.
  • The duties of the Accounting Technician are not limited to those set forth above. The employee will perform such functions as are assigned by a supervisor, consistent with ability, background and expertise.

MINIMUM QUALIFICATIONS:


Education:

  • High school diploma or GED required
  • Some post-secondary training in accounting, bookkeeping, business or collections preferred.

Experience:

  • One to three years in bookkeeping or accounting strongly preferred
  • Data processing, banking, real estate and/or word processing experience helpful.

Certification, Skills and Licenses:

  • Valid Driver's License.
  • Ability to communicate orally and in writing in English.
  • Must have good basic office skills, including knowledge of word processing, PC working knowledge
  • Must have a working knowledge of mortgages and deeds, legal descriptions.
  • Must have good basic math skills.
  • Must be bondable.
  • Ability to operate 10 key by touch.
  • Ability to count change.

Physical Functions/Requirements:

  • The physical demands described here are representa?tive and not necessarily exhaustive of those that must be met by an employee to successfully perform the essential functions of this job.
  • Must be able to sit for up to four hours at one time, and up to eight hours total per day, with an opportunity to stand and walk intermittently throughout the day.
  • Must be able to crouch, kneel, bend at the waist, twist/rotate at the waist as needed to perform essential duties.
  • Must be able to work with arms in a bent position or an extended position for up to four hours at one time and eight hours total per day.
  • Must be able to lift and carry tax rolls, record books and other items weighing approximately 15 to 17 pounds. Must be able to lift such items to waist level frequently, and to shoulder level or overhead less frequently.
  • May be required to climb on stool to reach documents stored overhead.
  • Must be able to grasp and manipulate objects as needed to perform essential duties such as writing; depressing buttons, switches and instrument keyboard components; and similar duties.
  • Must be able to push/pull with arms with an estimated force of up to 5 lbs. periodically.
  • Must be able to drive a vehicle with automatic transmission on an occasional basis.
  • Attend courses and conferences in different areas of the state.

Mental Functions/Requirements:

  • Must be able to understand and follow oral directions and instructions.
  • Must be able to read, understand and follow written directions and instructions.
  • Must be able to work with general direction from policies and objectives, with minimal functional guidance.
  • Must be able to plan and prioritize own work.

  • Must be able to write reports with proper format, and to verify the accuracy of information in reports.
  • Must be able to identify and have working knowl?edge of legal descriptions.
  • Must be able to understand and abide by new laws and memoranda.
  • Must be able to work effectively under pressure of deadlines.
  • Must be able to use tact and courtesy in working with a wide range of individuals, including the public, sometimes under tense circumstances.

Other:

  • Ability to perform essential duties and adapt to working conditions.
  • No history of felony or misdemeanor convictions involving moral turpitude, violence, illegal drug distribution or dishonesty.

WORKING CONDITIONS:

  • Performs work mainly indoors.
  • Normally is not exposed to temperature extremes, noise factors, vibrations, except those associated with normal operation of office equipment.
  • Works primarily on even carpeted or tiled surfaces which are normally dry. May on occasion be wet or slippery.
  • Worker may be required to use stairs, elevator or escalator in the performance of essential duties.
  • Work is primarily conducted during daylight hours.
  • Work is primarily performed as part of a select group, but may be performed alone with or without direction.
