Caminos Program Lead Case Manager



Reports to: Program Director


Position Summary

The Lead Case Manager provides effective leadership and management to uphold Everstands Trauma Informed Care Culture for clients, families, and staff. The Lead Case Manger provides adaptive leadership through supportive coaching and mentoring to case management and supervisory staff to inspire and encourage our workforce and promote integrity. He/She ensures the creation of strong systems and methods of performance excellence, while supporting the teams to embrace possibilities and develop creative solutions to ensure the demands of the program are exceeded. The Lead Case Manager ensures the fidelity of the program components and ensures that systems of accountability exist to sustain the treatment expectation. The Lead Case Manager demonstrates knowledge of and familiarity with both Everstand and Office of Refugee Resettlement Policy and Procedures relating to the care and supervision of Unaccompanied Alien Children. This includes knowledge of legal background and authority governing the practice as related to working with Unaccompanied Alien Children.

Essential Functions

  • Responsible for general oversight and coordination of case management services. This includes responsibility for direct oversight of the case management team.
  • Responsible for working collaboratively with program administrators to ensure that the collaborative process between the unit supervisors, case managers and clinical staff occurs on a consistent and on-going basis to ensure that unit programming is developed, implemented and maintained within the lens of integrative treatment design.
  • Responsible for ensuring case managers comply with all aspects of youth and sponsor assessment practices, and that the case management team maintains consistent communication with program personnel to promote the positive adjustment of the youth to the program.
  • Responsible for coordinating case management services to include the safe and timely release of UAC in accordance with ORR policy and procedures.
  • Supports development and implementation of service planning to ensure that all youth have access to diverse and meaningful program offerings.
  • Provides training for case managers regarding responsibilities within the Caminos Program, including agency, state and federal policy updates and changes.
  • Ensures accurate and timely completion of documentation as required by state and federal regulations, to include ensuring that all services provided to youth are documented in the client record and required databases in accordance with state and federal regulations.
  • Maintains regular contact with various outside stakeholders, including assigned GDIT case coordinator, client attorneys, program assigned field office juvenile coordinators (FOJC) and client child advocates. Participates in weekly client review meetings with external stakeholders.
  • Provides effective communication across departments and programs to ensure consistency of expectations, as well as works effectively as a member of the interdisciplinary team.
  • Coordinates with the clinical services staff, specialty services staff and other staff in provision of services and programs for clients through the therapeutic team approach. Advocates for the timely completion of specialized services as needed by the youth, including psychiatric and substance abuse evaluations, to include coordination with community-based resources if necessary.
  • Involved in interviewing and onboarding new employees for the department. Integral in the orientation process for case management staff to teach clear expectations of the position and how it fits in the agency, provide ongoing support in the milieu to continue the orientation in the unit.
  • Develop and oversee case management staffing schedules to ensure seven (7) day per week coverage in alignment with ORR requirements, maintaining uninterrupted access to case management services for all youth.
  • To provide case management coverage for cases during periods of influx and / or to support position vacancies.
  • To effectively provide oversight in the development/implementation of policies, procedures and reports to assure effective department functioning and documentation of activity and performance outcomes.
  • Promote child/youth/family understanding of available Everstand and community resources and facilitate referrals as appropriate.
  • Maintain effective working relationships with families, children/youth, colleagues, consultants and community agencies.
  • Develop and maintain emotional intelligence for effective self-care and the role-model for youth, staff, and families the essence of Trauma Informed Practices.
  • Ensures that treatment services are provided to all youth and families 24/7 in keeping with federal and state regulations, national accreditation and agency standards. Ensures that there is an effective and efficient system of coordination for staff utilization related to the complexity of youth and families, i.e. transportation, crisis support, behavior management and education.
  • Demonstrates an understanding of the value of cultural differences, including the ability to develop systems and practices that are inclusive of diverse staff members and responsive to the cultural needs of the client population served.
  • Fulfill the responsibility of Caminos On-Call and Administrator On-Call on a rotating basis.
  • Assist in the provision and facilitation of department and agency wide training opportunities.
  • Obtain and maintain certification as a user in Everstands electronic health record software system.

Supervisory Responsibility

This position directly supervises a team of Case Managers. Responsible for demonstrating adaptive leadership through supportive coaching and mentoring through regular administrative supervision and training opportunities. Integral person responsible for the professional development of the department, recognizing the importance of addressing vicarious trauma for staff. Responsible for providing regular feedback and annual evaluation for unit supervisors and therapists.



Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. In the nature of being at a residential and school living environment there may be times you experience conditions in which challenging behavior can be exhibited from our youth to include but not limited to, physical agitation, physical violence and/or emotion outburst.

Position Type/Expected Hours of Work

This is a full-time position. This position regularly requires flexible work hours based on the needs of the program to include evening and weekend work. Eligible for flex schedule. Non-essential for inclement weather.

Travel

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected.



Required Education and Experience

  • Masters Degree in behavioral sciences, human services or social services field; OR
  • Bachelors degree in behavioral sciences, human services or social services field with 3 years experience of employment demonstrating supervisory and case management experience
  • Fluency in both Spanish and English



Preferred Education and Experience

  • Masters Degree in Social Work from an accredited college or university in behavioral sciences, human services or social services field and 5 years experience demonstrating supervisory and case management experience preferred
  • Professional licensure preferred
  • Child Welfare experience preferred
