THE POSITION

As a Program Analyst 3 with the Department of Transportation, you will help drive agency initiatives by turning data into clear and useful insights. This position offers the opportunity to support leadership with reports, recommendations, and analysis that strengthen programs statewide. DESCRIPTION OF WORK

This position supports agency operations by analyzing program data, developing reports, and evaluating the effectiveness of key initiatives. You will provide essential information that will help guide improvements and supports leadership decision-making. As a Program Analyst 3, you will perform the following duties:

  • Data Analysis: Develop tools and methods to analyze complex information from multiple systems
  • Program Evaluation: Review program performance and recommend improvements to support agency goals
  • Report Development: Prepare detailed reports, charts, and briefings for leadership and program staff
  • Process Guidance: Assist teams with understanding data requirements, performance measures, and evaluation methods
  • Project Coordination: Support data management, automation efforts, and system development across program areas
  • Interagency Support: Help coordinate data sharing and reporting activities with other Commonwealth agencies

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • This position may be eligible for alternate work schedule (AWS)

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training.
