The Position
We are actively seeking a talented Project Manager – Pavement Recycling & Civil Construction to join our growing operations team.
This is an excellent opportunity for a hands-on construction professional with experience managing roadway, paving, asphalt, milling, grading, recycling, heavy civil, or infrastructure-related projects.
The Project Manager will oversee project planning, coordination, scheduling, budgeting, field execution, client communication, and project closeout while working closely with operations, estimating, field leadership, subcontractors, vendors, and clients.
This role is ideal for someone who enjoys fast-moving field operations, technical problem-solving, client interaction, and leading projects from preconstruction through completion.

What You'll Do
- Manage pavement recycling, roadway, asphalt, paving, and civil construction projects from award through closeout.
- Oversee project schedules, budgets, manpower planning, equipment coordination, materials, and subcontractor scopes.
- Serve as the main point of contact for clients, agencies, inspectors, vendors, subcontractors, and internal teams.
- Partner with Superintendents, Foremen, Estimators, and Operations leadership to ensure successful field execution.
- Review contracts, plans, specifications, estimates, and project requirements.
- Track project costs, production, change orders, RFIs, submittals, billing, and job profitability.
- Coordinate crews, equipment, trucking, materials, traffic control, testing, inspections, and project logistics.
- Monitor project progress and proactively resolve schedule, scope, quality, or budget issues.
- Ensure all work is performed in compliance with safety standards, client expectations, and project specifications.
- Support preconstruction planning, constructability reviews, and handoff from estimating to operations.
- Maintain strong documentation, reporting, and communication throughout each project.
- Lead project meetings and provide regular updates to internal leadership and external stakeholders.
- Drive quality, efficiency, accountability, and client satisfaction across all assigned projects.
- Support business relationships and help identify future project opportunities with existing clients.
Qualifications
Required
- 5+ years of project management, project engineering, or operations experience within civil construction, paving, roadway, asphalt, pavement recycling, grading, utilities, or infrastructure work.
- Strong understanding of field operations, project schedules, production tracking, cost management, and construction documentation.
- Experience working with public agency, municipal, commercial, industrial, or transportation-related projects.
- Ability to read and interpret plans, specifications, contracts, estimates, and project documents.
- Proven ability to manage multiple projects, deadlines, and stakeholders simultaneously.
- Strong communication, leadership, problem-solving, and organizational skills.
- Proficiency with Microsoft Office and construction project management tools.
- Ability to travel locally or regionally to project sites as needed.
Preferred
- Bachelor’s degree in Construction Management, Civil Engineering, Business, or related field.
- Experience with pavement recycling, cold in-place recycling, asphalt paving, milling, stabilization, slurry, seal coat, or roadway rehabilitation.
- Experience working with Caltrans, cities, counties, municipalities, public works agencies, or general contractors.
- Estimating, cost tracking, or change order management experience.
- Strong relationships within the civil construction, paving, or public works market.
