Healthcare Program Operations Analyst (Medicaid/HCBS)-{171339}

 

Pay: $33/hour
Location: Harrisburg, PA 17101
Schedule: Monday-Friday | 8:00 AM-4:00 PM. 40 hours/week
Work setting: Hybrid. In-office work 2 days/week during the assigned shift

· Travel: Some overnight in-state travel may be required. The hiring manager will discuss expected travel frequency and details during the interview process.

Overview

We are hiring a Program Operations Analyst to support Long-Term Living Operations. This role supports day-to-day operations and key initiatives impacting thousands of providers, including HCBS waiver providers, nursing facilities, and related programs. You’ll serve as a project lead for initiatives involving major systems and compliance-driven projects.

 

Key Responsibilities

  • Maintain working knowledge of applicable federal/state regulations, policies, procedures, provider handbooks, and bulletins related to HCBS waiver providers and nursing facilities.
  • Lead short-and long-term projects focused on PROMISeTM and HCSIS systems (examples include EVV, Direct Care Worker Registry, MMIS initiatives).
  • Participate in and represent the program on committees/work groups/teams; coordinate activities, provide program data, research issues, and support testing of IT changes.
  • Coordinate, analyze, and monitor daily operations and required reporting from the Financial Management Services (FMS) Vendor.
  • Support system change efforts including drafting documentation such as Change Orders and Business Requirements Documents.
  • Provide direction during system design discussions, and support testing, validation, and staff training.
  • Analyze and interpret data; develop reports/data files/spreadsheets in response to program/provider data requests.
  • Communicate professionally by phone/email with providers and stakeholders regarding regulations, policies, and processes.

 

Required Skills & Qualifications

  • Bachelor’s Degree
  • Experience working with program operations, reporting, and/or compliance-focused initiatives.
  • Ability to analyze data, interpret results, and provide written and verbal communication.
  • Working cross-functionally with IT/business partners & participating in system change/testing efforts.
  • Ability to manage multiple priorities and serve as a project lead.
  • Familiarity with HCBS programs and/or public sector program operations.
  • Experience supporting large-scale initiatives, system modernization, or operational reporting.
