CDBG-DR Process and Performance Manager
Plexos is seeking an experienced Process and Performance Manager to support the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program in New Mexico. The CDBG-DR Process and Performance Manager is responsible for overseeing, tracking, and optimizing end-to-end workflows for the New Mexico Home Recovery Program (HRP), which provides housing rehabilitation, reconstruction, and new construction for eligible households affected by the 2024 natural disasters in New Mexico.
This position ensures each step in the housing delivery process is completed within established timelines, identifies bottlenecks or inefficiencies, and leads continuous improvement initiatives in collaboration with cross-functional teams. The Process and Performance Manager drives efficiency, compliance, and service excellence.
Location: This is a hybrid position. While primarily remote, this position may be expected to travel to New Mexico up to 25% time.
RESPONSIBILITIES
· Develop, document, and maintain end-to-end process maps for all phases of the CDBG-DR housing program lifecycle (intake through closeout).
· Track and monitor each workflow step against established timelines, milestones, and service-level agreements.
· Maintain dashboards and reporting tools to provide real-time visibility into pipeline status, cycle times, and key performance metrics.
· Identify delays, bottlenecks, and compliance risks; escalate issues and recommend corrective actions.
· Support contract management to address vendor performance in meeting defined milestones.
· Ensure adherence to HUD CDBG-DR requirements, Federal Register notices, and internal program policies.
· Lead process improvement initiatives using Lean Six Sigma methodologies to reduce cycle times and improve efficiency.
· Conduct root cause analyses and facilitate process improvement workshops with cross-functional teams.
· Collaborate with program leadership and functional teams (intake, eligibility, environmental, construction, compliance) to implement workflow enhancements.
· Standardize procedures and document best practices across the program.
· Prepare regular reports and presentations on program performance, trends, and improvement outcomes.

· Strong facilitation skills for leading cross-functional meetings and driving consensus.
· Ability to manage multiple priorities in a fast-paced, deadline-driven disaster recovery environment.

· Ability to influence change and promote adoption of new processes and tools.
· Strong problem-solving mindset with a focus on continuous improvement.
· Effective written and verbal communication skills for diverse audiences.
MINIMUM QUALIFICATIONS
· Bachelor’s degree in Public Administration, Business Administration, Urban Planning, Engineering, or a related field.
· Minimum of 2 years of experience in program operations, housing programs, disaster recovery, or a related field.
· Experience tracking workflows, timelines, or performance metrics in a regulated environment.
· Experience with data tracking and reporting tools (e.g., Excel, Power BI, Smartsheet, or similar).
· Demonstrated ability to analyze processes and recommend improvements.
Preferred:
· Lean Six Sigma Black Belt certification.
· Direct experience with CDBG-DR or other HUD-funded programs.
· Experience supporting compliance monitoring, audits, or program reviews.
· Familiarity with housing construction, environmental review, or grant management processes.
· Experience implementing workflow automation or case management systems.

· Expertise in process improvement methodologies, including Lean Six Sigma, root cause analysis, and continuous improvement execution.
· Strong capability in program lifecycle management, performance tracking frameworks, and project management in complex, deadline-driven environments.
· Proficiency in data analysis, reporting, and visualization to support performance monitoring and decision-making.
· Advanced skills in process mapping, workflow design, and identifying inefficiencies to implement scalable, practical solutions.
· Demonstrated ability to collaborate across stakeholders, manage competing priorities, drive organizational change, and communicate technical information effectively to diverse audiences.
