Job Title: Advisory Land Use, Tour & Nuclear Safety SME

Location: Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA.

Citizenship: US Citizenship required

AttainX, Inc. is in search of a skilled Advisory Land Use, Tour & Nuclear Safety Subject Matter Expert (SME) to support the Department of Energy (DOE) Hanford Field Office (HFO) with general support services expert-level advisory support to provide strategic, technical and management guidance to accelerate progress on the Hanford cleanup mission. The advisor will directly support the HFO Site Manager and assist HFO in refining HFO mission strategy, aligning mission outcomes to optimize accelerated cleanup and ultimate beneficial reuse of materials and land, optimizing contractor performance, implementing innovative approaches to reduce costs and shorten schedules—all while maintaining the highest standards of safety and compliance

Required Qualifications:

  • BS/BA degree in engineering or another relevant technical field
  • Extensive senior-level experience in DOE projects and operations, including assignments across different DOE sites
  • History of executive level management positions, including the DOE, Environmental Management (EM)
  • Executive level management experience involving Hanford Tank Waste, with demonstrated understanding of regulations, policies and technical challenges of tank waste management
  • Demonstrated comprehensive knowledge of the Hanford Comprehensive Land Use Plan (CLUP)
  • Demonstrated experience in stakeholder engagement, including tribal and regulatory as well as public
  • Broad experience in nuclear safety
  • Experience in a senior level role with focus on land management, beneficial reuse and new energy initiatives
  • Leadership experience across a broad range of DOE mission objectives, including HLW/tank waste, large scale deactivation and decommissioning (D&D), site closure, remediation, groundwater cleanup

Preferred Qualifications:

  • The above required experience previously performed directly at the HFO


Job Duties:

  • Land Use and Beneficial Reuse Coordination and Analysis

    Provide comprehensive support to HFO federal staff by delivering strategic analysis and coordination services related to land use planning and beneficial reuse initiatives. This support includes:

    • Conducting detailed reviews and evaluations of proposed land use actions to ensure consistency with site mission requirements, applicable environmental laws and regulations, the CLUP document and regional and community development objectives.
    • Performing analyses and developing recommendations regarding the potential beneficial reuse of land, materials (including waste products from prior production mission), facilities, equipment and infrastructure, including cost-benefit evaluations, risk assessments and long-term sustainability considerations.
    • Advising and supporting coordination efforts with federal, state, local and tribal governments as well as other stakeholders to identify and advance reuse opportunities and resolve land use issues.
    • Preparing technical reports, memoranda, white papers and executive-level briefings to support DOE related to land use and reuse alternatives.
    • Supporting reuse and asset development activities, including property excess processes, radiological surveys, cultural and historic reviews and other prerequisite actions necessary to enable safe and compliant reuse.
      Nuclear Safety Support Services
      Provide technical nuclear safety support to HFO federal staff to ensure safe operations and compliance with applicable requirements. This support includes:

    • Providing subject-matter expertise to support compliance with nuclear safety regulations, standards and directives, including DOE Orders and Title 10 Code of Federal Regulations (10 CFR 830).
    • Reviewing and evaluating nuclear safety documentation such as Documented Safety Analyses (DSAs), Technical Safety Requirements (TSRs), hazard and accident analyses and safety evaluation reports.
    • Supporting readiness review activities, safety basis updates, operational reviews and independent assessments to ensure facilities and activities are prepared for safe execution.
    • Collaborating closely with federal staff to identify, document and mitigate nuclear safety risks through effective analysis and corrective action development.
    • Supporting the safe and compliant transfer of radioactive capsules and nuclear facilities for approved beneficial reuse or disposition.
      Tour Support Services
      Provide tour planning and execution support to HFO federal staff to enhance understanding of site operations, history, and mission. This support includes:

    • Conducting in-depth site tours for HFO staff that cover Hanford’s history, production mission, legacy waste inventories, ongoing and planned remediation activities, future opportunities, end-state vision and the CLUP framework.
      • These tours are intended to help staff—particularly those who are new or do not routinely visit the site—gain a comprehensive understanding of the scale, complexity and significance of Hanford cleanup efforts, while fostering pride in their role as part of the HFO team.
    • Supporting communications and public affairs personnel by providing accurate technical and historical information needed to support outreach, messaging and stakeholder engagement activities.
    • Assisting in the development of tour agendas, scripts, briefing materials and informational products to ensure consistent, accurate and effective communication during tours and briefings.
