The Manager of Learning and Development is responsible for contributing to the enterprise learning strategy and driving a culture of continuous development, aligning learning initiatives with business goals for a publicly traded, multi-state, multi-employer organization. Responsibilities include oversight of onboarding, analyzing and closing skill gaps, writing curriculum, and evaluating program effectiveness using data, learner feedback and business KPIs across multiple platforms. This role partners with executive and functional leaders to manage governance and vendor relationships and to ensure learning solutions are scalable, compliant and measurable.
This position reports to the Director of Human Resources.
DUTIES AND RESPONSIBILITIES:
- Content Development: Design and implement organization-wide training strategies that support long-term business goals, improve performance, and build critical capabilities across the enterprise. Establish multi-year roadmaps and metrics aligned to business priorities.
- Program Design & Delivery: Oversee the development of onboarding, technical skills training, best practice sharing and leadership programs that reduce time-to-productivity and enable consistent execution. Serve as a consultative partner to leaders by diagnosing needs and recommending learning solutions. Coordinate and facilitate learning for employees at all levels using adult learning principles and inclusive design practices. Partner with HR and Product leaders to develop relevant content for employee training and engagement and for product evolution. Lead change management and communications to drive adoption.
- Leadership & Talent Development: Develop high-potential talent and drive employee engagement through leadership development, coaching, and career pathways. Supervise an Instructional Designer and an LMS Specialist; set clear goals, develop team capability, and ensure high-quality, on-time delivery.
- Performance Evaluation: Analyze the effectiveness of training programs and ensure learning initiatives close skill gaps by defining outcomes, assessment methods, and leading indicators. Develop and evaluate annual roadmaps for activities related to the learning environment and provide regular reporting on impact, utilization, and ROI. Evaluate instructor performance and provide recommendations for continuous improvement on content based on data, feedback, and business results.
- Technology & Budgeting: Collaborate on budgeting, negotiate with vendors, and utilize learning management systems (LMS) to scale efficiently while improving the learner experience. Provide input and priority assessment ratings on system enhancements; establish standards for content, data, and reporting, and leverage analytics to guide decisions.

- Strong leadership, strategic thinking and proficiency in learning technologies (including LMS optimization, analytics, and digital learning modalities)

- Knowledge of business and management principles involved in strategic planning and resource allocation; ability to manage others, set priorities, and align resources to the highest-value work
- Understand economic environment and effect on business; ability to adjust capability priorities based on business risk, growth, and operational needs

- Experience leading a team, managing vendors and collaborating with others; strong cross-functional influence, vendor selection/contract management, and stakeholder partnership
- Ability to modify training content and priorities with changing business needs; excel in ambiguity, prioritization, and change leadership across multiple initiatives
- Demonstrated fluency of ideas; systems thinking with the ability to synthesize inputs, innovate, and make clear recommendations, using data-informed decision-making to define metrics and turn insights into action
- Strong sense of stakeholder mentality, propriety and confidentiality; demonstrated executive presence, discretion, and ability to build trust across levels, with a strong learner and internal-client experience mindset with continuous improvement orientation
- Strong attention to detail and proven abilities in curriculum development to support all learning styles, including adult learning theory, accessibility, and assessment design
- Proficiency of the English language including knowledge or structure and content including the meaning and spelling of words and rules of composition and grammar; executive-level written and verbal communication, including facilitation and influencing senior stakeholders, plus excellent storytelling and presentation design
SPECIAL REQUIREMENTS:
- Ability to complete high-volume workload, meet critical deadlines and work through constantly changing priorities
- Demonstrated ability to develop and deliver successful presentations to individuals and groups at all levels of an organization
- Ability to collect, reconcile, analyze and summarize data into reports
QUALIFICATIONS:
- Bachelor's degree in HR, Education or a related field
- At least 8 years of experience working in a teaching or corporate learning environment
- At least 5 years of supervising others in a corporate learning environment
- Knowledge of principles and methods for curriculum and training design, teaching and instruction for individuals and groups and the measurement of training effects
- Advanced level knowledge of MS Office applications and desktop publishing software
- Experience with customer relationship software, corporate intranet sites and learning systems
Salary and Other Compensation:
The starting salary range for this position is $115,000-130,000 annually. Factors which may affect starting pay within this range may include geography, skills, education, experience, certifications and other qualifications of the candidate.
This position is also eligible for incentive pay in accordance with the terms of the Company's plan.

Paid Time Off: 40 hours of paid sick leave annually (additional sick/front loading/accrual, if any, based on state or regional requirements); vacation accrues up to 80 hours in the first year, up to 120 hours in years 2-4, and up to 160 hours in the fifth year; 6 paid holidays annually, 4 paid volunteer days annually.
