Description:

DUTIES AND RESPONSIBILITIES:

Accountant responsibilities include accounting for rental assistance program, budget preparations, fixed asset functions, and general ledger upkeep including daily, monthly and annual fiscal, operational and clerical functions within the Agency and adherence to the policies and procedures of these operations.


CRITICAL ELEMENTS:

1) Rental Assistance Program Accounting: Assist the Fiscal Manager with federal, county and city funding for our rental assistance program to include applying for funds, tracking encumbered funds, weekly processing of rental assistance payments and monthly reimbursement invoicing to funding sources.

2) General Ledger: Monthly reconciliation of the Accounts Payable and Accounts Receivable general ledger accounts and bank reconciliations. Import payroll records into the general ledger. Review of general ledger account coding. Work directly with Fiscal Manager and Director of Finance to close out the month and prepare financial statements.

3) Financial Reporting: Prepare and deliver financial data to the Fiscal Manager and Director of Finance. Verify the accuracy of all data reported.

4) Budgets: Assist with preparation, analysis and reporting of all Agency budgets and funding source requests, including data entry and maintenance in the accounting system(s).

5) Audits: Prepare audit schedules and requests. Assist Fiscal Manager and Director of Finance in preparation of all Agency audits.

6) Fixed Assets. Record and update fixed asset entries, monitoring accounts payable and budget purchases to record and track physical inventory. Maintain Fixed Asset electronic transactions and permanent files.

7) Other Entities: Back up for the other entities related to Bell Socialization Services, Inc. Complete journal entries, monthly close, billing and reconciliations.

8) Accounts Receivable: Post AR payments received. Back up for Accounts Receivable when needed.

9) Board of Directors: Support the board of directors by sending meeting notices and confirming attendance. Prepare agendas. Duplicate materials needed for meetings. Taking and composing board minutes. Maintain board member listings. Prepare meeting room. Coordinate lunch arrangements.



ADDITIONAL ELEMENTS:


1) Additional duties and/or projects as assigned by the Fiscal Manager, Director of Finance, or the Executive Director.

2) Assist with other fiscal duties i.e. client rent collection, document creation, office coverage, mail, etc. 

3) Backup telephone and office coverage when needed.

4) Deliver contracts, deposits to the banks and other documents as needed.

5) Follow and support agency philosophy, policies and procedures.



Requirements:

Minimum Qualifications: Associate with 2 years of experience or bachelor’s degree in accounting (preferred) 

Additional: Pennsylvania State Police background check
