Dhaka Technologies Limited is
seeking a highly experienced Program Manager – Master to lead the
successful delivery of large and complex programs and projects for one of its
clients.
The selected candidate will
manage programs through all phases of the Project Management Lifecycle,
including initiation, planning, iterative development, continuous testing,
execution, monitoring, control, and closeout. This role will serve as the primary
technical point of contact for the customer and will coordinate across multiple
workstreams, including infrastructure, applications, quality assurance, change
management, and customer service support.
This position requires a senior
program leader with strong experience managing concurrent initiatives, leading
multi-year implementations, supporting Agile delivery, managing stakeholders
and vendors, and communicating effectively with business, technical, and
executive audiences.
- Lead the successful delivery of large, complex
programs and projects across the full project lifecycle.
- Manage project initiation, planning, iterative
development, testing, execution, monitoring, control, and closeout
activities.
- Serve as the primary technical point of contact for
customer stakeholders.
- Manage relationships with stakeholders, managers,
project teams, software vendors, service providers, and key implementation
partners.
- Provide thought leadership and delivery expertise for
software, hardware, infrastructure, IT application, business process, and
system implementation initiatives.
- Manage daily project implementation activities,
including defining deliverables, tracking schedules, managing backlogs,
and monitoring sprint progress.
- Lead teams through all phases of the System
Development Life Cycle using appropriate Waterfall, Agile, or hybrid
delivery methodologies.
- Create and maintain project plans, resource plans,
program metrics, communication plans, schedules, backlogs, and delivery
analytics.
- Align project objectives with stakeholder goals,
business priorities, and program outcomes.
- Identify project dependencies, resource dependencies,
risks, issues, decisions, and required actions.
- Collaborate with team members to ensure project
schedules, milestones, and deliverables remain on track.
- Communicate project status, risks, issues, actions,
decisions, and schedule updates across the customer project portfolio.
- Develop executive-level communications, steering
committee materials, status reports, dashboards, and decision-support
documentation.
- Assist with internal communications, resource
coordination, and project team alignment as needed.
- Direct, motivate, and collaborate with project team
members to ensure clear communication, timely task completion, and strong
delivery performance.
- Provide guidance, direction, coaching, and feedback
to less-experienced staff and project contributors.
- Foster a collaborative team environment built on
trust, accountability, diverse perspectives, innovation, and continuous
improvement.
- Perform other related duties as assigned.
Requirements
Required Qualifications- Bachelor’s degree in Computer Science, Business,
Finance, or another related field.
- PMP, PMI Agile Certified Practitioner, ScrumMaster,
or another recognized Agile/project management certification is required.
- 12+ years of experience managing and implementing
concurrent initiatives of varying size and complexity.
- Minimum of four individual multi-year project
implementation experiences.
- Proven success leading initiatives within an Agile
methodology environment.
- Strong experience managing large and complex IT,
software, hardware, infrastructure, application, or business
transformation programs.
- Demonstrated experience leading programs across
multiple workstreams, including infrastructure, applications, QA, change
management, and customer support.
- Strong understanding of the System Development Life
Cycle and experience applying Waterfall, Agile, and hybrid project
delivery methods.
- Demonstrated success as a team leader, including
motivating teams, building trust, encouraging diverse viewpoints, and
driving delivery performance.
- Experience managing stakeholders, managers, technical
teams, vendors, service providers, and executive sponsors.
- Strong experience creating and maintaining project
plans, resource plans, communication plans, program metrics, schedules,
backlogs, and delivery reports.
- Ability to identify, track, and manage risks, issues,
actions, decisions, resource dependencies, and project dependencies.
- Strong written and verbal communication skills,
including the ability to prepare executive steering committee
communications.
- Strong leadership, facilitation, organization,
decision-making, and problem-solving skills.
- Proficiency with Microsoft Office Suite, Microsoft
Project, Microsoft Visio, Atlassian Jira, and Confluence.
- Ability to work in a hybrid environment and support
onsite collaboration as required.
- Must be a local DMV candidate.
- Experience working in a formal PMO or enterprise
program delivery environment.
- Experience managing SaaS, PaaS, on-premise
infrastructure, application modernization, or enterprise system
implementation projects.
- Experience supporting government, public-sector, or
highly regulated technology programs.
- Experience managing project portfolios, executive
reporting, and cross-functional delivery governance.
- Experience supporting organizational change
management, customer service support, implementation readiness, and
operational transition activities.
- Senior-level program and project management
discipline.
- Strong stakeholder and vendor management capability.
- Ability to manage multiple concurrent initiatives
with competing priorities.
- Strong Agile delivery and sprint management
experience.
- Strong executive communication and steering committee
reporting skills.
- Ability to lead teams, drive accountability, and

- Ability to work across technical and business teams
in a complex delivery environment.

The ideal candidate is a senior
program manager with deep experience leading complex, multi-year IT
implementations and concurrent project initiatives. This individual should be
able to manage executive expectations, coordinate technical and business teams,
lead Agile delivery, manage vendors, maintain project discipline, and ensure
successful outcomes across scope, schedule, quality, communication, and
stakeholder satisfaction.
This role is best suited for a
highly experienced delivery leader who can operate confidently in a complex
enterprise environment and serve as a trusted point of contact for both
technical teams and customer leadership.
