Dhaka Technologies Limited is
seeking a highly experienced Technical IT Project Manager to support a
large-scale procurement system modernization initiative for one of its clients.
The selected candidate will
provide technical project management leadership across system architecture
updates, data warehousing, cloud solution implementation, system integrations,
reporting platforms, security requirements, testing coordination, and partner
agency alignment. This role requires strong experience managing complex IT
modernization efforts, coordinating technical workstreams, supporting PMO
governance, and communicating effectively with executive leadership, technical
teams, vendors, and non-technical stakeholders.
The Technical IT Project Manager
will be responsible for translating technical strategy into actionable project
plans, maintaining integrated schedules, tracking risks and dependencies,
coordinating cross-team execution, and ensuring all technology components are
delivered on time, within scope, and aligned with the overall modernization
roadmap.
- Lead technical project planning and execution
activities for a large IT modernization program.
- Build, maintain, and manage integrated project
schedules using Microsoft Project, Agile timeboxes, or similar planning
methods.
- Develop and maintain project documentation, status
reports, executive-ready presentations, project artifacts, RAID logs,
decision logs, and meeting materials.
- Coordinate weekly status reporting, PMO updates,
steering committee materials, and technical workstream reporting.
- Organize and maintain project documentation using
Microsoft Teams, SharePoint, and other collaboration tools.
- Oversee technical and functional activities related
to data warehouse migration, system upgrades, legacy platform retirement,
and architecture modernization.
- Translate technical strategy into actionable plans
covering resources, timelines, communications, change management, system
integration, go-live preparation, and post-go-live support.
- Serve as a liaison across PMO leadership, technical
teams, partner agencies, vendors, and stakeholder groups.
- Coordinate and align technical workstreams involving
data integration, system interfaces, cloud architecture, reporting
platforms, and security requirements.
- Facilitate cross-team collaboration to resolve
dependencies, risks, technical blockers, and implementation challenges.
- Ensure technology deliverables and artifacts comply
with applicable quality standards, security expectations, data governance
requirements, testing processes, and architecture review procedures.
- Track milestones, deliverables, risks, actions,
issues, decisions, dependencies, and change requests for the technical
workstream.
- Coordinate resources and balance competing priorities
across onsite and virtual teams.
- Monitor technical progress against PMO schedules,
milestones, and modernization objectives.
- Support system integration testing, user acceptance
testing, issue triage, and cross-team defect resolution.
- Participate in PMO meetings, steering committee
sessions, technical architecture discussions, and implementation planning
meetings.
- Document meeting outcomes, decisions, action items,
and follow-up responsibilities.
- Support change management, stakeholder
communications, and readiness activities as part of the larger
modernization program.
- Provide comprehensive PMO support throughout the full
lifecycle of the modernization initiative.
Requirements
Required Qualifications
- Bachelor’s degree in Information Technology or a
related field, or equivalent professional experience.
- 20+ years of professional experience in IT, project
management, technical delivery, systems implementation, or related
technology leadership roles.
- PMP or other recognized project management
certification.
- 16+ years of experience managing IT projects or major
technical workstreams within large, complex modernization efforts.
- 16+ years of experience coordinating or managing the
work of partner agencies, third-party vendors, external technical teams,
or cross-functional delivery groups.
- 16+ years of experience providing leadership,
facilitation, decision-making, and priority management across diverse
onsite and virtual teams.
- 16+ years of experience tracking risks, actions,
issues, decisions, dependencies, and maintaining well-organized project
documentation.
- 16+ years of written and verbal communication
experience, with the ability to clearly explain complex technical
information to executives, program leaders, technical teams, and
non-technical users.
- 10+ years of experience working within Agile/Scrum
project management methodologies, including sprint planning, roadmapping,
and coordination across multiple technical workstreams.
- 8+ years of experience with data warehouse
environments, data integration concepts, enterprise reporting platforms,
or transparency/reporting systems.
- 8+ years of experience coordinating system
architecture updates, API integrations, interface development, or
cloud-based solution components.
- 6+ years of familiarity with cloud platforms such as
Azure, AWS, Oracle Cloud, or similar environments.
- 6+ years of experience with modern system integration
patterns.
- 5+ years of experience with System Integration
Testing and User Acceptance Testing processes, including cross-team issue
resolution.
- 5+ years of proficiency with Microsoft Office Suite,
including Word, Excel, and PowerPoint.
- 5+ years of experience using collaboration tools such
as Microsoft Teams and SharePoint.
- 2+ years of knowledge or experience with data
warehousing solutions such as Databricks or similar platforms.
- Willingness and ability to work a hybrid schedule
consisting of 4 days onsite and 1 remote day.
- 2+ years of knowledge or experience with Oracle Cloud
Fusion.
- Experience supporting procurement, contract
management, finance, ERP, cloud migration, or enterprise modernization
programs.
- Experience coordinating data warehouse migration,
reporting platform modernization, legacy system retirement, or large-scale
integration workstreams.
- Experience working within a PMO, public-sector
environment, or highly governed enterprise technology program.
- Experience preparing executive dashboards, steering
committee updates, governance reports, and technical readiness materials.
- Experience supporting go-live planning, operational
handoff, post-go-live stabilization, and production readiness activities.
- Strong technical project management discipline.
- Strong executive communication and stakeholder
management.
- Ability to coordinate complex technical work across
multiple agencies, vendors, and teams.
- Ability to manage ambiguity and convert technical
strategy into actionable delivery plans.
- Strong RAID management, dependency tracking, and
project documentation discipline.
- Strong understanding of cloud modernization, system
integration, testing, data governance, and enterprise reporting concepts.
- Ability to facilitate decisions, resolve blockers,
and maintain delivery momentum.
- Strong organizational skills and ability to manage
competing priorities in a high-visibility environment.
The ideal candidate is a senior
technical project manager with extensive experience leading complex IT
modernization initiatives involving cloud platforms, data warehousing, system
integrations, architecture updates, partner agencies, and executive stakeholders.
This individual should be able to
