Jobe Title: CILA Program Nurse

Department: CILA - Community Integrated Living Arrangements

Status: Full-Time, Exempt

Reports To: Executive Director of IDD Services

Starting Compensation Pay: $83,200


PURPOSE: The CILA Program Registered Nurse (RN) provides nursing services and healthcare oversight to residents participating in the Community Integrated Living Arrangement (CILA) program. This position is responsible for medication management oversight, resident health assessments, staff training, and healthcare coordination while ensuring compliance with Illinois Rule 116 requirements. The RN works collaboratively with program leadership and direct support staff to promote the physical and mental wellbeing of residents and support quality healthcare outcomes.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Monitor and oversee medication administration by authorized staff in compliance with Illinois Rule 116.
  • Train new and existing staff in medication administration and resident healthcare management.
  • Serve as the primary nursing liaison with physicians, pharmacies, and healthcare providers.
  • Maintain resident medical records and medication tracking systems.
  • Track nursing-related staff training requirements, renewals, and educational needs.
  • Administer medications as needed in accordance with DHS Rule 116.
  • Participate in CILA leadership meetings and support admissions, intake, and resident transitions.
  • Monitor medication errors and develop monthly medication error and trend reports.
  • Ensure all required nursing documentation is complete, accurate, and current.
  • Conduct nursing assessments, medical reviews, medication audits, and quality assurance activities.
  • Collaborate with the CILA team to ensure resident healthcare needs are appropriately addressed.
  • Assist with risk management and quality improvement initiatives.
  • Perform additional duties as assigned.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must demonstrate the ability to provide professional nursing services and healthcare oversight to individuals with intellectual and developmental disabilities while maintaining compliance with Illinois Rule 116 requirements. The individual must be able to exercise sound clinical judgment, collaborate effectively with interdisciplinary team members, provide staff training and education, and maintain accurate healthcare documentation. The employee must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and abilities required. EDUCATION and/or EXPERIENCE REQUIRED/PREFERRED:

Degree/Field Required: Registered Nurse (RN), licensed in the State of Illinois

Manager-specific: Ability to interpret healthcare regulations, professional standards, financial reports, legal documents, and clinical documentation requirements.

Basic: Strong clinical assessment, documentation, communication, organization, and attention-to-detail skills.

Social: Ability to educate staff, collaborate with healthcare providers, support residents and families, and maintain positive professional relationships.

Problem Solving/Decision-Making: Ability to assess healthcare concerns, prioritize competing responsibilities, identify risks, and make sound clinical decisions in a timely manner.

Proficient Computer Skills In: Outlook, Word, medication management systems, nursing documentation systems, and database management software.

Expert Computer Skills In: N/A

Resource Management: Ability to manage healthcare records, medication systems, staff training requirements, medical appointments, quality assurance processes, and multiple resident healthcare needs simultaneously.

Technical: Ability to perform nursing assessments, medication audits, health reviews, quality assurance activities, healthcare documentation, and compliance monitoring. Ability to train staff on medication administration and health-related procedures in accordance with Illinois Rule 116.

Trauma-Informed: Must display a willingness to adopt trauma informed interventions, principles, and practices as well as commitment to ongoing development of their capacity for application of trauma informed care. Realizes the prevalence of trauma among persons served by Caritas and the general population. Recognizes how trauma affects everyone involved-including clients, their families, staff, and community; and impacts behaviors. Responds to trauma by actively implementing the guiding principles of trauma informed care into their daily practice. Resists re-traumatization of persons served and staff providing services, by creating safe, welcoming, and supportive environments.
