We are seeking a highly skilled Program Analyst to provide business oversight and administrative leadership to research enterprise committees and associated research coordination activities. This role focuses on portfolio management, system administration, and high-level communications to support agency leadership. This position is contingent upon contract award.
Key Responsibilities:
- Prepare executive briefing packages, including portfolio summaries, issue papers, and technical background materials for leadership engagements.
- Manage R&D portfolio data, provide system user training for data entry/extraction, and administer task tracking systems.
- Serve as a primary liaison between project teams and stakeholders; coordinate working groups by drafting announcements, facilitating discussions, and managing communications.
- Conduct data queries to inform planning and monitoring; draft a wide array of professional materials, including white papers, fact sheets, and programmatic guidance.
- Execute full-cycle logistics for national/regional committee meetings, from pre-event planning to post-event documentation and implementation tracking.
- Bachelor’s degree in environmental studies, marine affairs, marine biology or related.
- Minimum of 3-5 years of demonstrated experience in managing and coordinating scientific related events and coordination within a NOAA mission-driven environment/contract.
- Demonstrated ability to manage complex schedules, facilitate public meetings, and draft high-quality reports without external supervision.
- Ability to interact effectively with senior leadership and external stakeholders with a high degree of discretion and professionalism.
- Capacity to manage multiple competing deadlines in a fast-paced "quick response" environment.
- Excellent verbal communication and training skills, with the ability to explain complex congressional procedures to non-experts.
- Willingness and ability to travel as needed to support events and related logistics.
