Health Information Manager / Office Manager

JOB SUMMARY:
The Office Manager/HIM is primarily responsible for organizing and coordinating office administration and procedures, in order to ensure organizational effectiveness, efficiency and safety. The Office Manager/HIM ensures health information systems meet legal, medical and ethical standards.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
1. General Office Management
The Office Manager/HIM is primarily responsible for organizing and coordinating office administration and procedures, in order to ensure organizational effectiveness, efficiency and safety. The Office Manager/HIM ensures health information systems meet legal, medical and ethical standards.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
1. General Office Management
- Maintains and upkeeps office equipment and furniture.
- Organizes repairs and upgrades.
- Follows through on maintenance agreements and contracts.
- Assists office layout planning and office moves, and with managing and maintaining IT infrastructure.
- Manages office supplies inventory and place orders as needed.
- Researches vendor pricing and delivery options.
- Works with IT specialists to troubleshoot computer and systems problems.
2. Health Information Management
- Manages and maintains databases.
- Ensures the confidentiality of sensitive patient information by ensuring that only those directly involved with a patient's care are able to access the records.
- Tracks patient outcomes for quality assessments.
- Designs, analyzes, and generates medical reports for physician and administrators.
- Converts written documentation to electronic form for statistical and insurance billing purposes.
- Records electronic data for storage, retrieval, analysis, and reporting.
- Evaluates the organizations existing policies and procedures for HIPAA compliance by performing HIPAA risk assessments.
- Responsible for quality reporting for CEC and CESC.
- Collaborates with plan management, administration, and legal counsel to identify and address privacy policies and procedures that require improvement.
- Develops and assists with implementation of new and updated policies and procedures.
- Maintains policies and procedures related to PHI access and use; ensures strict adherence by all staff with access to PHI.
- Assesses methods and procedures used to store and transmit PHI; identifies security or other compliance risks and researches and recommends improvements.
- Maintains required records and supporting documentation including authorization forms, notices, and plan documents.
- Communicates with individuals regarding their right to inspect, amend, and restrict access to their PHI.
- Drafts and implements procedures for addressing and resolving complaints regarding the organizations privacy policies and procedures.
- Serves as the internal subject matter expert on HIPAA, maintaining current knowledge of HIPAA laws and regulations, and any other applicable federal and state privacy laws or regulations.
- Reports on changes in applicable laws and regulations and provides training as needed.
3. Management
- Manages the medical records staff.
- Manages performance by coaching, counseling, and disciplining employees, and planning, monitoring, and appraising job results.
- Recruits and selects new employees.
- Identifies and organizes training programs for employees.
- Delegates and coordinates work tasks.
- Works with Human Resources on personnel matters by facilitating the work and documentation on matters including, but not limited to, hiring, staff orientation, progressive discipline, performance improvement, and clinical competencies.
- Must comply with all HIPAA and safety policies, procedures, and regulations.

EDUCATION AND EXPERIENCE:
- Bachelor's degree in business or related field or equivalent combination of education and experience.
- At least 3 to 5 years' experience in office management and health information management; with at least 2 years' experience in supervising employees.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Competencies include ethical conduct, business acumen, performance management, budget and resource development, strategic planning; demonstrated success developing and monitoring systems to manage both operational and programmatic work that involve high levels of collaboration.
- Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
- Exceptional organizational, problem-solving skills, analytical, and customer service skills.
- Proficient in Microsoft Office products.
- Proficient in reporting software
- Excellent communication and professional leadership skills.
- Must have exceptional attention to detail.
- Personal qualities of integrity, credibility, and commitment.
- Flexible and able to multi-task; can work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems.
WORKING CONDITIONS AND PHYSICAL EFFORT:
- Full-time position with a work schedule of Monday through Friday 8:00am to 5:00pm.
- Position operates in a professional office environment requiring minimal physical activity.

- Physical demands include but are not limited to:
- The ability to sit, stand, walk, and use hands and fingers to operate a computer keyboard, mouse, and telephone to talk and hear.

- The ability to occasionally lift and/or move up to 25 pounds.
- Must be able to utilize office equipment such as desktop/laptop computers, copiers, printers, scanners, telephones and calculators.
