SGS Contracting Services is seeking an experienced Heavy Civil Estimator specializing in water and wastewater treatment facilities. This is a senior-level role responsible for preparing competitive estimates on municipal infrastructure projects ranging from lift stations to complex treatment plants. Minimum Qualifications (Please Read Before Applying)

Applicants must meet ALL of the following:

  • 3+ years estimating heavy civil construction projects
  • Experience estimating water treatment plants (WTP), wastewater treatment plants (WWTP), or municipal utility infrastructure
  • Ability to read civil, mechanical, structural, and electrical construction drawings
  • Experience preparing competitive public bid estimates
  • Authorized to work in the United States without sponsorship
  • Willing to relocate to High Springs, FL

This position is not intended for residential, commercial building, or entry-level estimators. Candidates should have estimating experience in heavy civil construction, underground utility construction, or municipal water and wastewater infrastructure projects.


Primary Responsibilities

  • Evaluate bid/no-bid opportunities against project type, contract risk, competition, schedule, and profitability; present go/no-go recommendations to the Executive Leadership
  • Perform thorough review of bid documents, build scope matrices; draft and track RFIs
  • Attend pre-bid meetings and site walks; complete formal site visit reports and distribute relevant observations to subcontractors
  • Execute detailed quantity takeoffs across all trades — civil, concrete, structural, metals, process equipment, piping, electrical, I&C/SCADA, coatings, and building trades — with documented assumptions and waste factors
  • Solicit, qualify, receive, and level subcontractor quotes across all trades; manage follow-up and confirm intent to quote before bid day
  • Develop self-perform costs for labor (with full burden), materials (current vendor pricing), and equipment
  • Price all general conditions line items individually: supervision, temp facilities, mobilization, dewatering, traffic control, testing, bonds, insurance, startup, commissioning, and warranty
  • Assemble and review final bid packages for compliance; coordinate bid bond procurement; obtain approvals; submit on time and retain complete file documentation
  • Lead post-award estimate handoff to the Project Manager; assist with subcontractor buyout and Schedule of Values; maintain SGS historical cost database
  • Assist Project Managers with project execution and administrative responsibilities as workload permits, performing project management duties as assigned.
