Duties
  • You will plan, develop, implement and maintain comprehensive process control programs of broad applicability designed to evaluate the adequacy and effectiveness of Contractor processes, including specialized processes.
  • You will schedule, plan and conduct quality program audits of various contractor systems and processes.
  • You will conduct contract reviews to determine quality program requirements and review the Contractor's procedures, practices, instructions and directives for contract compliance, completeness, adequacy, correctness, practicality, and conflicts
  • You will initiate appropriate level of corrective action including Corrective Action Requests (CARs) and corrective action letters for deficiencies identified during conduct of duties and plans for appropriate follow-up on corrective action.
  • You will prepare written reports, memoranda and correspondence detailing results of assignments, make oral presentations, and engage in discussions dealing with technical and quality matters.
  • You will plan and conduct scheduled procedure evaluations for compliance and program operation adequacy.
  • You will maintain, analyze and evaluate data resulting from reviews, evaluations, product verification inspections and audits.
  • You will review, analyze and evaluate Contractor generated data and reports.
  • You will perform Product Verification Inspection (PVI) and In-process Evaluation (IE) on the Contractor's manufacturing, fabrication, installation, testing, and inspection techniques for components, structures, and systems.
  • You will schedule procedure evaluations of personnel compliance and program operation adequacy to the requirements of contractual procedures.
  • You will preplan Product Verification Inspection (PVI) and In-process Evaluation (IE) on the Contractor's manufacturing, fabrication, installation, testing, and inspection processes for components, structures, and systems.
  • You will plan for the conduct of assigned evaluations and PVI/IE actions based upon construction/testing status, available data, and construction schedules to accomplish assigned actions at appropriate times and places.

Qualifications

GS-09: Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector supporting or assisting in the execution of quality assurance functions (e.g. inspections, reviews, audits, assessments, contractor surveillance) to ensure compliance of established requirements for the construction, maintenance, overhaul, repair or sustainment or surface ships or submarines.

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-05) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting or performing work in the evaluation of quality assurance work to ensure Contractor's compliance with contract requirements.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-09 Grade Level:
  • successful completion of a master's or equivalent graduate degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
  • successful completion of 2 full years of progressively higher level graduate education leading to such a degree with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
  • obtain an LL.B. or J.D. that is related to this position being filled; -OR-
  • a combination of experience and education as described above that equates to one year of experience
For the GS-07 Grade Level:
  • successful completion of one full year of graduate level education with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
  • successful completion of a bachelor's degree with superior academic achievement with major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or another field related to the position; -OR-
  • a combination of experience and education as described above that equates to one year of experience
