SUMMARY

This is an administrative and technical position involving SCCOG’s Housing Rehabilitation and Medicaid Home Modifications programs. This position performs a variety of moderately complex, technical and specialized administrative functions involving the rehabilitation and improvement of affordable housing within Las Animas and Huerfano Counties.

ORGANIZATIONAL STRUCTURE

The Housing Specialist serves under the direction of the Housing Director and Executive Director.

DUTIES AND RESPONSIBILITIES

The Housing Specialist performs a variety of duties requiring independent judgment, organizational skills, and ability to interact well with the public, co-workers, and supervisors. Must have thorough knowledge of the Rehabilitation Programs, EOC, and other utility assistance programs. Must be able to meet deadlines while maintaining a professional attitude. Position requires oversight of federal grant compliance, construction inspection, progress payments, contractor complaint resolution, and contract closeout documents. Must be able to recommend acceptance of and provide assistance to applicants in preparing CDBG/HOME/HDG and other application forms and grants. Ability to secure verification of information as required ensuring compliance with program directives.

  1. Maintain accurate records in order to meet all audit requirements.


  1. Attend training, committee meetings, conferences, and rehab site inspections as directed.


  1. Complete environmental review, lead base paint review, and historical reports to meet grant requirements and indicate compliance with external regulations.


  1. Demonstrate an understanding of construction costs in order to keep the purchase price for prospective clients within specified income guidelines.


  1. Provide direction and guidance to support staff to ensure records indicate contractor compliance with Worker’s Compensation Insurance, Liability insurance and also that contractor’s license status of contractor debarment is present.


  1. Prepare bid packages for contractors, place notice of bid opportunity in newspapers and send bid invitations to contractors.


  1. Assist the Rehab Loan Specialist with the preparation of applications for presentation to the Rehab Program Loan Advisory Committee and compile SCCOG recommendations to the Committee regarding loan requests.


  1. Prepare contract packages, provide guidance to clients at contract signings, and notarize required documents as needed in the field.


  1. Assist SCCOG Program Directors in development of construction activities pertaining to existing facilities.


  1. Post and maintain records for the CDBG/HOME/HDG Housing Rehabilitation Program for the collection of payments in conformance with the requirements of the funding sources.

WORK SCHEDULE

This is a non-exempt part-time position requiring 20 - 25 hours a week to be completed Monday through Friday. Professional staff may on occasion be called upon to work above and beyond agency hours of operation.

QUALIFICATIONS

Must be knowledgeable of construction procedures and building codes and estimating cost of construction. Must have excellent oral and written communication skills. Position requires oversight of federal grant compliance, construction inspection, progress payments, contractor complaint resolution, and contract closeout documents. Must have knowledge of SCCOG client application and verification of client eligibility procedures. Must have computer skills to include knowledge of Microsoft Office products. The successful candidate is expected to keep details of client records confidential.

Bachelor’s degree is beneficial but not necessary. Minimum of 4 years related experience and/or training, or equivalent combination of education and experience.

Salary: $18 - $22+ per hour, DOE
