Job Description
MAIN FUNCTION
To plan, manage, coordinate, and administrate all plant safety, health, and environmental programs, projects, activities, loss prevention, including interfacing with regulatory agencies. Interact as CCC Plant Representative with local and federal governmental agencies as relates to EHS and law enforcement.
ENVIRONMENTAL COMPLIANCE - Monitor and achieve compliance for regulatory permits and statues, Annual and Semi-Annual Certifications of Compliance for submittal to state and federal agencies. Gather information for permit applications. Coordinate with state and federal agencies for permit compliance. Coordinate annual regulatory reporting such as Emission Inventories for permit fees, Emergency Planning and Community Right to Know (Tier II), and Toxic Release Inventory. Maintain and perform environmental monitoring with testing equipment for plant compliance. Maintain state certification as a Visual Emission Evaluator, coordinate local environmental inspections by state and federal authorities.
MACT Compliance reports submitted timely (<30-days) with the submittal of the Semi-Annual and Annual Certification Reports
Conduct daily visual emissions monitoring of stacks, bag houses, etc. for leaks, minor visible emissions.
Review daily housekeeping inspection reports
Follow-up after shift has ended to make sure the forms are factual and areas are cleaned as notated by Supervisors.
Attend Local Emergency Planning Committee (LEPC) meetings
Coordinate EHS compliance with HQ in timely manner
Daily walk-through of plant looking for any spillage or piles of materials from equipment leaks which can become airborne by wind, institute clean-up immediately with Department Supervisor or employees working on the equipment or moving the packaged material which is leaking
Update monthly the EHS %sulfur oil, % carbon black sulfur results for calculation of the emissions per the Title V Permit.
TRAINING - Plan, direct, control, monitor, assist, conduct, and administrate formal and informal health-safety training programs and meetings for employees and community citizens when necessary. Assist departmental supervisors with safety training. Orient new employees and contractors to the plant environment, safety policies and regulations, and worker interaction. Ensure training for compliance as required by state and federal regulations.
Direct the activities of the EHS Coordinator, attendance to safety meetings, conducting of training and orientation of new hire employees, contractors, compile centralized training records for ISO and OSHA compliance. Complete all tests for visitors, contractors, and new hires and keep in records.
Direct computerized training program of all plant personnel on the EHS training matrix.
EDUCATION AND EXPERIENCE
Education: Preferred: Master of Science Industrial Hygiene and/or Environmental Management Required: B.S. in Engineering, Industrial Hygiene or Safety or Environmental related field
Five (5) years, minimum, experience in a manufacturing or industrial environment with EHS responsibilities.
Excellent communication skills including public speaking, effective interpersonal skills and technical writing.
Proficient in Microsoft Word, Excel, Access and Power Point.
Competency in technical areas of OSHA, EPA, State & Local regulations, State Worker's Compensation rules, and Medical terminology and practices.
Must be available to travel to other plant locations when necessary.
Must have valid driver's license.
