Position Summary – Key Control/Master Control Operator Job in Kissimmee, FL

We are hiring a Key Control/Master Control Operator to support the daily operations of Kissimmee Youth Academy. This position monitors and controls access to the facility while maintaining awareness of youth, staff, visitor, and facility movement.


This role is ideal for someone who is highly observant, organized, dependable, and able to remain calm while communicating critical information in a secure residential treatment environment.

Youth Opportunity is a nationally recognized leader in residential and behavioral health treatment for at-risk youth. Kissimmee Youth Academy in Kissimmee, Florida, serves 95 males ages 14 to 21 in a residential program providing Mental Health Overlay Services, Substance Abuse Overlay Services, and services for youth with borderline developmental or developmental disabilities.



The program provides individualized mental health, substance use, and developmental disability treatment through a trauma-informed approach. Youth participate in individual, family, and group therapy; social and life skills training; victim impact awareness; restorative justice programming; and gender-specific services.

Youth typically remain in care for nine to 12 months, depending on their treatment needs and progress. Medical and behavioral health services, structured programming, education, recreation, and nutritional support work together to promote stabilization, skill development, and successful community reintegration.

Key Control/Master Control Operator Responsibilities

  • Monitor and control access to and from the facility
  • Answer and place telephone calls while maintaining knowledge of facility staff, locations, and program routines
  • Monitor the entrance and exit of visitors, staff, and youth
  • Maintain accurate documentation of visitation, off-site trips, appointments, and facility movement
  • Authorize, monitor, and document youth movement throughout the facility
  • Monitor video surveillance systems and report concerns appropriately
  • Complete perimeter checks at the beginning and end of each assigned shift
  • Communicate emergencies and security concerns to the appropriate staff
  • Notify supervisors when paperwork, court orders, or other important documents are received
  • Maintain accurate logs of all staff entering and leaving the facility
  • Monitor perimeter fence, fire, security, and other facility alarm systems



Other Duties Include

  • Maintain a high standard of role-model behavior for youth
  • Participate in required training and professional development activities
  • Report any acts, incidents, or conditions reflecting the possibility of inappropriate youth-to-youth or staff-to-youth relationships
  • Report any use of physical force and all unusual incidents according to established guidelines
  • Perform other duties as assigned or needed



Required Qualifications

  • High school diploma or equivalent
  • At least one year of experience working with at-risk youth or in a monitoring, control, security, or access-control position
  • Ability to think and act independently while following established policies and procedures
  • Strong verbal and written communication skills
  • Strong attention to detail and ability to maintain accurate records
  • Ability to remain calm and communicate effectively during emergencies
  • Ability to pass required background checks and pre-employment screenings



Preferred Experience

  • Previous experience in a residential treatment, behavioral health, public safety, security, or similar structured environment


  • Experience monitoring surveillance, access-control, fire, or security alarm systems



Other Requirements

  • Physical Demands: Must be in good physical health and emotionally stable. Must be able to move throughout the property, participate in youth activities, and transport youth or staff when required. Must be free of communicable diseases as defined by the state and to the extent that information is attainable under applicable law. Must be able to pass the PAR evaluation of physical techniques and written certification examination.


  • Other: Must maintain an appropriate and valid state driver’s license. Must meet all applicable state criminal background check and pre-employment screening requirements.
