Purpose
The purpose of this job description is to define the authority, accountability, reporting relationships, responsibilities, duties, and performance measures of the Human Resources Director. The HR Director is responsible for aligning the HR function with organizational objectives, ensuring that the company maintains a highly engaged and high-performing workforce through the development of talent, effective systems, and a strong organizational culture.
Basic Function
The Human Resources Director provides strategic leadership and direction for all HR operations, including talent acquisition, compensation, compliance, training and development, and organizational culture. The HR Director ensures that HR programs support company growth, operational efficiency, and legal compliance, while fostering a culture of inclusion, engagement, and professional development across all departments.
Job Requirements

Education
- Required: Bachelor’s degree in Business Administration, Industrial Psychology, or a related field.
- Preferred: MBA or Master’s in Talent Management or Organizational Development.
Experience
- Minimum 7–10 years of progressive leadership experience in Human Resources, preferably in construction or industrial environments.
- Proven success managing HR functions for companies with 400+ employees.
- Experience leading multicultural and bilingual (English/Spanish) workforces.
- Demonstrated expertise in labor law compliance (OSHA, ADA, FMLA, EEO) and HR systems implementation.
Licensing/Certification
- Preferred: SHRM-CP, SHRM-SCP, or equivalent certification.

Duties and Responsibilities
- Develop and execute HR strategies that align with the company’s mission, vision, and business objectives.
- Lead recruitment efforts to attract and retain top talent, particularly for specialized construction roles.
- Oversee the onboarding and offboarding process, ensuring smooth transitions and compliance with company standards.
- Implement and manage employee development and training programs to enhance skills, leadership, and performance.
- Supervise and monitor compliance with federal, state, and local labor regulations and workplace safety laws.
- Design and administer competitive compensation structures, salary bands, and variable pay programs.
- Foster a positive organizational culture that promotes employee engagement, inclusion, and professional growth.
- Manage employee relations, ensuring open communication and effective resolution of workplace issues.
- Lead performance management processes and develop KPIs across departments to measure success and improvement areas.
- Oversee HR budgeting, P&L, and forecasting to align resources with organizational priorities.
- Represent the company before government agencies, institutions, and industry partners regarding labor, compliance, and workforce matters.
