Position Summary:  

ISI is seeking full-time onsite Construction Administrators to support the Department of Veterans Affairs (VA) at the VA Pittsburgh Healthcare System, University Drive campus and Heinz campus, for Electronic Health Record Modernization (EHRM) infrastructure upgrades.

The Construction Administrator will provide construction administration, field inspection, quality assurance, schedule and cost monitoring, change management, project documentation, testing, commissioning, and closeout support for active medical-facility projects.

Key Responsibilities:  

  • Perform field inspections and monitor construction for compliance with contract drawings, specifications, codes, safety requirements, and quality standards
  • Identify and document deficiencies, inconsistencies, and nonconforming work and monitor corrective actions through resolution
  • Review submittals, shop drawings, RFIs, proposed changes, testing reports, and as-built documentation and provide written recommendations
  • Monitor baseline schedules, milestones, phasing, critical activities, workflow, long-lead materials, and potential delays
  • Review contractor pay applications and assist in determining the value of acceptable work in place
  • Support cost estimates, change-order analysis, claims analysis, and time-impact evaluation
  • Assist with implementation of Quality Assurance, Safety, Time, Cost, Change, and Information Management plans
  • Coordinate construction testing, commissioning, issue tracking, deficiency management, and project closeout
  • Prepare inspection reports, meeting minutes, project records, status reports, and required updates in VA project-management systems
  • Coordinate with the VA Project Manager, Resident Engineer, COR, users, designers, contractors, subcontractors, and other stakeholders
  • Support phased construction, utility shutdowns, furniture moves, occupancy coordination, and continuity of hospital operations
  • Maintain professional independence and provide advisory support without exercising inherently governmental authority

Minimum Qualifications:

  •  Degree from an accredited institution of higher learning AND a minimum of three (3) years of experience performing similar construction-management work OR six (6) years of demonstrated experience and knowledge in lieu of higher education
  • Working knowledge of general contractor and subcontractor field operations and the processes used to manage building construction
  • Experience implementing Quality Assurance, Safety, Time, Cost, Change, and Information Management processes; monitoring construction quality; identifying deficiencies against contract documents; understanding baseline schedules; and determining the value of acceptable work in place
  • Ability to present three projects of comparable scale and difficulty completed in a similar role
  • OSHA 30-Hour Construction certification or ability to complete the training at contractor expense within 60 days of Notice to Proceed
  • US Citizenship required and ability to obtain and maintain a favorable National Agency Check (NACI) and VA PIV credential
  • Ability to work full-time onsite at the University Drive campus in Pittsburgh, PA and support approximately 30% off-business-hours work, including nights between 5:00 PM and 5:00 AM, as required

Experience Requirements:

  • Construction quality-assurance and inspection experience, including preparation of clear inspection reports and deficiency documentation
  • Experience reviewing construction documents, submittals, RFIs, proposed changes, schedules, pay applications, and work in place
  • Knowledge of building codes, permitting, materials, methods, construction processes, testing, commissioning, and closeout
  • Proficiency in project documentation, reporting, communication, and construction-management software

Preferred Requirements:

  • Prior VA or other federal healthcare construction experience
  • EHRM, healthcare IT, low-voltage, electrical, mechanical, or telecommunications infrastructure experience
  • Experience working in active hospitals, including phased construction, infection-control constraints, utility shutdowns, testing, and commissioning
  • Familiarity with VA Design Guides/Manuals, VA specifications, and VA projects

  • Must be willing to work in external environments of rain, high heat and significant cold.
  • Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
  • Must be able to occasionally go into confined spaces and crawl

Work Schedule and Environment:  

  • Full-time onsite at VA Pittsburgh Healthcare System – University Drive, 4100 Allequippa Street, Pittsburgh, PA 15240 OR Veterans Affairs Pittsburgh Healthcare System (VAPHS) Pittsburgh-Heinz, 1010 Delafield Road, Pittsburgh, PA 15215.
  • The position requires 40 hours per week. Work is expected to occur approximately 70% during normal VA business hours and 30% during off-business hours, including nights between 5:00 PM and 5:00 AM, based on construction operations.
  • Work is performed in an active healthcare construction environment and may require limited holiday coverage when construction activities require it.
  • The employee must provide and properly use some personal protective equipment and be able to access active construction areas in accordance with site safety requirements.
