Job Summary
We are seeking an experienced Assistant Resident Engineer (ARE) / Office Engineer (OE) to support the Resident Engineer on a major NYCDEP infrastructure rehabilitation project involving the restoration and rehabilitation of five existing chamber structures along the Upper Catskill Aqueduct.
The Assistant Resident Engineer will work primarily at the project site and serve as the acting Resident Engineer when the RE is unavailable. The role combines field inspection, construction management, office engineering, contract administration, contractor coordination, documentation, payment review, scheduling, and project reporting responsibilities.
The ideal candidate will have a strong background in NYCDEP infrastructure construction, with a minimum of five years of experience working as an Assistant Resident Engineer and/or Office Engineer on NYCDEP projects. Candidates must be proficient with e-Builder, understand construction schedules and inspection documentation, and possess strong communication and organizational skills.
This position is well suited for an experienced civil engineering professional who can effectively coordinate between owners, contractors, subcontractors, inspectors, project managers, and other project stakeholders while maintaining a strong focus on safety, quality, schedule, and contract compliance.
Project Overview
The project involves the rehabilitation and restoration of five existing chamber structures along the Upper Catskill Aqueduct, extending from the Ashokan Reservoir to the Kensico Reservoir.
The structures have been in continuous service for more than a century and require restoration and rehabilitation due to age, weathering, deterioration, and long-term service conditions.

Key Responsibilities
Resident Engineer Support
Support the Resident Engineer in the overall management, inspection, supervision, coordination, and administration of the project.
Assume the responsibilities and functions of the Resident Engineer when the RE is unavailable.
Provide field and office support to ensure project activities are completed according to contract requirements, plans, specifications, schedules, and applicable safety standards.
Coordinate project activities among the owner, contractors, subcontractors, inspectors, consultants, and other stakeholders.
Construction Inspection & Field Management
Assist with management and coordination of project inspection staff.
Review daily inspection reports to ensure they are accurate, complete, and compliant with client requirements.
Monitor contractor performance, including schedule adherence, responsiveness, productivity, and effectiveness.
Ensure construction activities are performed in accordance with approved plans, specifications, contract requirements, and permit conditions.
Monitor job-site safety and support compliance with applicable safety requirements.
Identify construction issues and coordinate appropriate corrective actions.
Office Engineering & Contract Administration
Perform Office Engineer responsibilities in support of the project team.
Assist with preparation, review, processing, and maintenance of construction documentation.
Support the preparation and processing of contractor payment applications.
Review project records and documentation for completeness and accuracy.
Assist with contract administration and project correspondence.
Maintain organized project documentation and records.
RFIs, Change Orders & Construction Documents
Assist with the review and processing of Requests for Information (RFIs).
Support preparation and review of change orders and associated documentation.
Assist with construction document review and coordination.
Track project-related correspondence and documentation.
Coordinate with field and office personnel to resolve project issues efficiently.
Meetings & Stakeholder Coordination
Lead or support progress meetings with clients, contractors, consultants, and other project stakeholders.
Participate in project management, safety, scheduling, and contract administration meetings.
Communicate project requirements, concerns, updates, and action items effectively.
Coordinate with project managers, contractors, subcontractors, inspectors, and client representatives.
Maintain clear communication between field and office teams.
Schedule & Project Monitoring
Monitor contractor schedules and project progress.
Identify potential delays, issues, or resource concerns.
Assist the project team with schedule reviews and coordination.
Track project milestones and deliverables.
Support efforts to maintain project schedule and successful completion.
Required Qualifications
Bachelor's degree in Engineering, preferably Civil Engineering.
Minimum 5 years of experience working as an Assistant Resident Engineer and/or Office Engineer.
NYCDEP infrastructure project experience is required.
Strong understanding of construction inspection and project administration.
Proficiency with e-Builder.

Experience reviewing daily inspection reports.
Experience with contractor payment reviews and documentation.

OSHA 30-Hour Construction certification required.
Strong understanding of job-site safety and permit compliance.

Compensation
$75.00-$80.00 per hour, depending on qualifications and experience.
