THE POSITION
As a Program Analyst 3 with the Department of Human Services (DHS), you will join a dynamic team that uses powerful data insights to strengthen services for vulnerable communities across Pennsylvania. This role gives you the chance to explore complex program information and turn it into clear, actionable guidance that shapes major decisions. DESCRIPTION OF WORK

This position supports the analysis and evaluation of complex data that drives important decisions within the Bureau of Quality Assurance Program Analytics. The role focuses on integrating Medicare and Medicaid data to better understand program performance and improve services for Pennsylvania's dual eligible individuals. As a Program Analyst 3, you will perform the following duties:

  • Data Integration: Analyze Medicare and Medicaid information to evaluate care coordination outcomes
  • Trend Review: Use mining applications and techniques to analyze complex data and identify trends
  • Reporting Accuracy: Compile and submit mandatory reports to Centers for Medicare and Medicaid Services (CMS) that demonstrate consumer outcomes
  • Technical Guidance: Provide direction to staff and partners on planning, program objectives, and coordinating services
  • Quality Evaluation: Assess program effectiveness and recommend changes that support seamless service delivery
  • Information Systems: Use advanced data systems to support data collection and continuous monitoring

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Program Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training.
