Position Title: Maintenance Technician
Department: Public Housing

General Description

Under the general direction of the Lead Maintenance Technician or Executive Director designee, the Full-Time Maintenance Technician performs skilled and semi-skilled work needed to keep BHA housing safe, sanitary, functional, and ready for occupancy. The position responds to work orders, completes repairs, assists with unit turnovers and preventive maintenance, documents labor and materials in SACS, protects agency tools and property, and communicates professionally with residents and staff. The role requires sound judgment, dependable attendance, safe work practices, initiative, confidentiality, and timely follow-through.

 

Essential Functions

An employee in this class may be called upon to perform any or all of the following duties. This list is not exhaustive, and other related duties may be assigned based on operational needs.

Maintenance and Repairs: Completes assigned plumbing, basic electrical, HVAC-support, carpentry, drywall, painting, appliance, fixture, and general property repairs within the employee’s training and authorization.

Work Orders and SACS Documentation: Receives, prioritizes, updates, and closes work orders; records arrival and completion information, work performed, time, materials, follow-up needs, and resident communication accurately in SACS.

Unit Turnovers: Assists with inspection, repair, cleaning coordination, punch-list completion, and quality control so vacant units are returned to occupancy promptly.

Preventive Maintenance: Performs scheduled inspections, servicing, seasonal tasks, and corrective work intended to reduce emergencies and extend asset life.

Property and Grounds: Maintains common areas, building exteriors, grounds, maintenance spaces, and assigned sites in a safe and orderly condition.

Resident Service: Enters occupied units only with proper authorization, treats residents and their belongings respectfully, explains work and follow-up clearly, and protects confidential information.

Safety and Compliance: Follows the BHA Safety Manual, PPE requirements, SDS instructions, lockout/tagout procedures, applicable codes, HUD requirements, and NSPIRE standards.

Tools, Vehicles, and Inventory: Uses only authorized BHA tools and equipment; inspects, secures, and reports damaged equipment; tracks parts and materials; and maintains assigned vehicles and work areas.

Emergency Response: Participates in on-call rotation as assigned and responds promptly to conditions affecting life safety, habitability, security, utilities, or property protection.

Team Coordination: Communicates job status and barriers, assists coworkers, supports vendors as directed, attends meetings and training, and helps improve maintenance workflow.

 

Required Qualifications

•  High school diploma or GED.

•  Relevant building, facilities, construction, or property maintenance experience sufficient to perform assigned work safely.

•  Working knowledge of basic repair methods and ability to troubleshoot common maintenance problems.

•  Ability to learn SACS, HUD/NSPIRE requirements, BHA procedures, and required documentation practices.

•  Ability to work independently, prioritize assignments, follow instructions, and seek guidance when work exceeds training or authorization.

•  Professional communication, customer service, teamwork, and respect for residents.

•  Valid driver’s license, reliable transportation, and an insurable driving record as required for assigned duties.

•  Successful completion of required background screening and drug testing.

 

Physical Requirements and Work Environment

The position routinely involves standing, walking, bending, kneeling, climbing, reaching, working overhead, using hand and power tools, and lifting or moving up to 50 pounds. Work may occur indoors and outdoors, in heat, cold, rain, confined or dirty areas, occupied units, vacant units, crawl spaces, mechanical areas, and around dust, noise, chemicals, pests, or other hazards. Appropriate PPE and safe work practices are always required. Reasonable accommodation will be considered in accordance with applicable law.

 

Regular Work Schedule

This is a full-time position working the schedule established by management to provide 40 hours of maintenance coverage each workweek. Assigned hours may begin before or extend beyond public office hours. Meal periods, on-call assignments, emergencies, weather response, unit turnovers, and operational needs may require an adjusted schedule. The employee must report ready for work at the assigned start time and remain reachable during assigned on-call periods. Overtime must be authorized and will be handled in accordance with BHA policy and applicable law.
