EODD serves as an extension of the staffs of local governments that don’t have adequate full-time staffs of their own or the state expertise required to meet the mandates of federal and state government. It’s a partnership in planning and development. District membership includes city, town, county and conservation district entities within Adair, Cherokee, McIntosh, Muskogee, Okmulgee, Sequoyah, and Wagoner Counties and Indian Nations.
