Job Location: Cape Canaveral Air Force Station, Brevard County, FL

Reports to: Director of Environmental Compliance

FLSA Status: Exempt

 

Bhate is seeking an Environmental Compliance Specialist (POL Technical Lead) to provide onsite support for the Petroleum/Oil/Lubricants and Storage Tanks Program at Cape Canaveral Air Force Station (CCAFS) located in Brevard County, FL.  Responsibilities will also include work at Patrick Space Force Base (PSFB) and Avon Park Air Force Range (APAFR) may also include occasional work at Malabar Transmitter Annex and/or Jonathan Dickinson Missile Tracking Annex. This position requires an individual with the flexibility to manage a diverse set of roles and responsibilities in support of environmental compliance efforts at CCAFS, PSFB, as well as any other job duties that may be assigned. The candidate will report to the Contract Project Manager and Director of Environmental Compliance.

Job Duties and Responsibilities:

The Environmental Compliance Specialist will:

  • Have a working knowledge and be able to implement the general requirements (as it pertains to Air Force operations), of:

o   40 CFR Part 112, Oil Pollution Prevention

o   40 CFR Part 280,

  • Services include the environmental compliance oversight of USTs, aboveground storage tanks (ASTs), sumps, grease traps, oil/water separators, bowsers, oil containers with a capacity greater than or equal to 55 gallons (including but not limited to fuel, used oil, cooking oil, engine oil and oil containing transformers), cranes, elevators, mobile equipment, associated piping, and other POL related equipment.
  • Provide oversight and technical assistance to POL and Tank custodians for the proper maintenance and compliance of all POL.
  • Conduct AST, UST, and POL container environmental compliance audits of DAF operations, tenants, and other contractors. All audits must occur in person at the facility/site. Prepare a summary report.
  • Review and assist with the preparation of documents as requested by DAF.
  • Ensure Spill Prevention, Control, and Countermeasures (SPCC) Plan compliance, including aboveground storage tanks (ASTs), underground storage tanks (USTs), sumps, associated piping, and other related equipment.
  • Update the PSFB Facility Response Plan.
  • Update the Storage Tank Accounting and Reporting (STAR) tank/POL container inventory in the Air Force Management Information System (AFMIS).
  • Track/monitor the completion of required monthly and annual POL tank inspections in STAR
  • Track/monitor the completion of other required tasks associated with RCRA Subpart I compliance such as recurring spill prevention, overfill prevention, and release detection equipment testing
  • Provide support in preparing for regulatory inspections such as gathering documentation and performing pre-inspection records reviews and assessments
  • Update SPCC Plans and prepare technical amendments.
  • Support spill and release investigation support and recordkeeping services to CCAFS, including some on-call hours (nights, weekends, holidays).  Be capable of respond on-scene at CCSFS during normal business hours within 30 minutes of notification, and within 90 minutes of notification outside normal duty hours.  For spills/releases at other locations, be capable of responding within 1.5 to 2 hours during normal business hours and 2-4 hours outside business hours, depending on the location.
  • Review tank permits, regulations and associated plans.  Monitor regulations for changes and determine the impact of changes on operations.
  • Perform shop-level compliance and conformance inspections.  Assist Air Force shops and tenants with compliance.
  • Participate in emergency preparedness and spill response exercises and incidents.
  • Train oil-handling personnel at CCAFS, PSFB, APAFR, and Jonathan Dickinson Missile Tracking Annex annually, or more frequent if necessary for specialized training.
  • Prepare tank-related reports and plans.
  • Review construction documentation, prepared by others, to evaluate environmental related to fuel/POL operations, USTs, and ASTs.
  • Monitor overall compliance with tank permits and prepare required permit-driven reports and documentation submittals.
  • Monitor permit expiration dates and initiate permit renewal applications and/or fee payments, well in advance of applicable due dates.
  • Perform routine inspections of shop tank inspection documentation and tanks throughout CCAFS and PSFB and geographically separated units.
  • Monitor AF shop and tenant activity to ensure tanks are inspected and monitored as required.
  • Support spill response efforts, which may require occasional on-call duties.
  • Other duties as assigned.

Minimum Job Requirements:

  • Good communication skills, both verbal and written.
  • Good problem-solving skills and able to work well independently.
  • Proficiency in Microsoft (Word, Excel, PowerPoint, SharePoint).
  • Valid driver’s license with a clean driving record.
  • Pass a government background check to obtain a government-issued badge.

Education and Experience:

  • Minimum of 4 years of experience preferably with aboveground and underground storage tanks and fuel/POL compliance.
  • High School Diploma plus 4-year degree in environmental science/studies or other physical/biological/engineering or related science degree.
  • Experience at DoD installations is desired but not required.

Certification and Training:

The Environmental Compliance Specialist (POL Technical Lead) must have the following certification and training: 

  • Class B UST Operator Certification per 40 CFR 280 (or state equivalent) (If candidate does not currently have the certification, the candidate must demonstrate the background necessary to obtain the certification and initiate the certification process within 30 days of employment.)
  • STI Tank Integrity Management Certification (If candidate does not currently have the certification, the candidate must demonstrate the background necessary to obtain the certification and initiate the certification process within 30 days of employment.)
  • Preferred HAZWOPER 40-Hr Certificate & 8-Hr Annual Refreshers (as needed). Successful candidate can receive training to fulfill requirements upon hiring.
