BEPC is actively looking for Application Portfolio Management (APM) Program Lead, in Plano, TX area!
W2 Contract – 6 months with possible extensions!

Pay Rate: $65.00 - $73.53/hour - Determined based on experience (Paid Weekly)
Work Model: Hybrid role, onsite Monday through Thursday
Interview Process: Round 1: Virtual – 45 minutes; Round 2: In-person panel – 60 minutes.

Summary of the Role:
BEPC is seeking a highly motivated APM Practice Lead to join our client’s site in Plano, TX. This role will support a greenfield Application Portfolio Management (APM) initiative focused on building application portfolio management, governance, and inventory processes from the ground up.
The APM Practice Lead will play a pivotal role in supporting the Chief Product Officer organization, with responsibility for designing application inventory management routines and implementing them using a System of Record. This role will manage the existing application portfolio with a focus on the quality, completeness, and integrity of application metadata.
The position combines cross-organization interactions, business strategy assistance and planning, application asset inventory management, and application governance. The role requires a strategic professional who can drive enterprise initiatives, pilots, and process design while partnering with teams supporting ServiceNow CMDB.
Summary of Duties and Responsibilities:
Application Portfolio Management (APM)
- Design and implement application inventory management routines, application-to-capability mapping with Enterprise Architecture (EA), application criticality classification and rating, and application health assessment/rating.
- Define a data dictionary for application assets and effectively leverage various existing Systems of Record (SoRs) as references to create a unified view of the application portfolio.
- Collaborate with Solution Architects and Principal Engineers on process design.
- Ensure periodic certifications by Application Owners for data accuracy.
- Ensure data integrity between upstream and downstream systems with respect to application metadata.
- Conduct in-depth analyses of portfolio performance, identifying areas for improvement and potential investment opportunities.
- Define the APM framework, manage application inventory, establish governance, and partner with teams supporting ServiceNow CMDB.
Governance and Compliance
- Provide portfolio oversight and governance/controls and manage risk, audit, and regulatory requirements, communications, and deliverables associated with APM and portfolio governance.
- Identify and assess APM compliance risks, including outdated technology, lack of proper controls, or dependence on non-compliant vendors.
- Recommend and implement solutions involving retiring risky applications, implementing compliance controls, or selecting compliant vendors.
- Provide analytics and insights about the portfolio.
- Track the portfolio’s compliance status and report it to relevant stakeholders, including compliance officers and senior management.
- Support Application Lifecycle Management governance routines.
Stakeholder Collaboration & Initiative Leadership
- Develop strong partnerships with key stakeholders, including product managers, business leaders, and external partners, to ensure alignment of technology and business strategies.
- Work in cross-functional teams on strategic initiatives, fostering collaboration and driving consensus across diverse groups.
- Communicate effectively with all levels of the organization to advocate for the strategic value of technology investments.

Main Qualifications:
- Education: Bachelor’s degree in Business or IT, or equivalent education and related training.
- Experience: 10+ years of leadership, enterprise technology, and operations experience.
- Strong experience with IT strategy, portfolio management, Application Asset Management, and Application Lifecycle Management.
- Ability to build productivity tools using vibe coding, PowerApps, AWS Kiro, or similar tools.
- Expertise in strategic planning and enterprise initiatives.
- Change management and organizational transformation experience.
- Program management and initiative planning and execution experience.
- Exceptional communication, presentation, and interpersonal skills, with the ability to work effectively with executives.
- Knowledge of current and emerging IT trends, technologies, and best practices in portfolio and application management.
- Executive stakeholder management.
- Strong problem-solving skills.
- Initiative leadership and cross-functional collaboration.
Preferred Qualifications:
- Experience in a top-tier relevant banking industry or large financial institution.
- Understanding of key banking solutions and applications.
- Moderate understanding of enterprise technology stacks and hands-on experience with technology strategic planning and architecture.
- Experience with APM, ServiceNow/CMDB, and application governance.
- Exposure to AI-enabled development tools such as AWS Kiro.
- Visionary thinking with the ability to anticipate future technology trends and their potential business impact.
- Strong negotiation and influence skills, with the ability to advocate for technology strategies at the executive level.
